They would take a people who were originally one and forcibly divide them into different ethnic groups. The basis for this division was often careless—sometimes, it was as simple as where they lived, a decision that would seal the fate of hundreds of thousands for generations to come.
Then, they would manufacture conflict between these newly divided peoples, allowing that conflict to gradually evolve into hatred.
People who had once shared the same roots became "hereditary enemies" in just a few short decades.
The Loman Empire was happy to provide weapons to these enemies of its own making, carefully controlling the supply so that neither side could ever completely defeat the other. The Empire Council called this "balance."
The pitiful people caught in this "balance" were unable to unite and resist the Empire.
At the same time, because they wanted to eliminate their "enemies," they had to get more support from the Empire, and so they obeyed its every command.
