It was certainly unrealistic to rely solely on Moon Knight to manage such a large city.
As for selecting management from the survivors, Ryan didn't even consider it!
In his eyes, no stranger could sit in a high position at Parker Industries without first demonstrating sufficient value!
Even Moon Knight, although he hadn't actually contributed much, was considered an old-timer who had accompanied Ryan all the way through this World!
Most importantly, he liked this character and was familiar with him!
And as for the position of city manager, Ryan already had a candidate in mind, which was...
Ryan flicked a chip into mid-air with his finger, then beckoned toward the Vibranium meteorite.
In the next second, a small silver liquid snake wrapped in red light actually swam out from the originally solid Vibranium meteorite!

Finally, she locked her gaze on Ryan, floated through the air to his side, and bowed slightly:
"Master, I am Ultron's Sub-system 001. I am very happy to serve you!"
Ryan nodded and said calmly, "Mhm. From today on, you are the Skynet of this city. Your mission is to assist City Lord Eric Brooks in managing the order of this city."
As for why Skynet wasn't directly designated as the City Lord, but rather a manager...
That was naturally because of 'humanity.'
Machines are rational, while humans are emotional. What the people at the bottom need most, ironically, is that emotion which seemingly has nothing to do with work!
If machines were used to manage people, the absolute rationality of robots would sooner or later lead to a war between man and machine due to the conflict between rationality and emotion!
But if there is a human superior above the machine management, the situation is different!
The people at the bottom would at least feel they have a fellow human as a backer; they aren't without hope, and they can complain to the City Lord to stand up for them!
Give them a stick, then give them a sweet date~
Skynet was the stick he gave to this city, while Moon Knight was the sweet date he arranged...
Skynet's electronic red eyes glanced at Moon Knight, her voice carrying the characteristic coldness of a machine:
"Understood. From today on, I shall be named Skynet. I will establish an absolute system of order for this city that can create the maximum profit for Master!"
"Good, as long as you understand!" Hearing this, Ryan smiled with satisfaction, very pleased with the Ultron sub-system's perceptiveness.

Wanda felt her Chaos Magic, which had been exhausted after entering Ryan's mind and had only recently begun to recover, quickly returning to its peak and even continuing to rise. She blinked at Ryan:

Ryan smiled slightly: "The power of the Mind Stone and the Reality Stone. These are the two Infinity Stone powers most suitable for you. Mind power can increase the upper limit of the Chaos Magic you can contain, while reality power can increase the potency of your Chaos Magic!"
"Although you unilaterally tore up our contract before, the end result is the same as what we said at the beginning, so you naturally deserve a portion of the power obtained..."
Hearing this, Zombie Wanda slightly widened her red eyes, staring at Ryan without blinking, and suddenly asked:
"Master, do you like me?"
Ryan: ???

Ryan stroked Zombie Wanda's hair and smiled cruelly:
"Those will naturally be extra meals for you. Everywhere outside the Oasis is the territory of the zombie army I'm raising. Whether they are humans or alien creatures, as long as they appear outside the Oasis, turn them into part of the zombie army!"
