Chapter 133 - Brimming with Motivation!

The Sky Ninjas set their sights on the original territory of the Land of Sky from the very beginning. However, calling it a "country" was a stretch; the land had long since been carved up by surrounding nations after the people vanished. What remained was a desolate wasteland that even minor powers disdained—virtually abandoned.

Precisely because of this, the Sky Ninjas' efforts to reclaim these areas seemed reasonable and unlikely to draw much scrutiny from the Great Hidden Villages. Once they secured this base, they could develop slowly, eventually constructing an invincible aero-space fleet. The mere thought of that glorious future filled Shinno with such motivation that he continued to labor through the back-breaking work.

Meanwhile, in the Land of Rain, Minato Namikaze and Jiraiya were covertly monitoring the Hidden Cloud's movements. Minato harbored the intent to recruit the members of the Akatsuki, so the two decided to head deeper into the territory together.

The character archetypes in this world are truly unique. People often burn with hatred for their enemies, yet they rarely show any resistance toward the extravagant, overbearing Daimyos who look down on them. Even fewer dream of assassinating one. Any threat to a Daimyo's life usually stems from international political strife, rival assassins, or the schemes of other nobles.

Ninjas have long been the blades in the hands of the Daimyos and gentry, driven by various masters. Unless pushed to the absolute brink, few would ever consider the impulsive act of "a commoner's wrath, splashing blood five paces away." This held true for Hiruko's former partners and his current rivals alike. During the era of peak Daimyo power, they could even intervene in the appointment and dismissal of a Hokage.

Of course, not all ninjas were so subservient—Obito Uchiha was a notable exception. In the original history, he triggered a world war and launched direct attacks on the Daimyos of the Five Great Nations. This behavior suggests that while the Naruto world has its shackles, it is far more flexible than other series with more stifling settings.

Take Basilisk (The Kouga Ninja Scrolls), for example. In that world, the hierarchy is absolute; ninjas are as lowly as ants, reduced entirely to tools. A lord's command is unquestionable, requiring ninjas to gamble their lives, dignity, and emotions on total obedience. There is a classic scene where Iga ninjas attempt to violate the heroine, Oboro, right before the eyes of Koshirou, who loves her. He is so grief-stricken he claws the deck of the boat until his fingers bleed, yet he dares not turn back to save her. When he finally rushes into the cabin, he doesn't strike his master but falls to his knees in desperate plea.

Clearly, while the ninjas of the Naruto world share some historical roots with those in Basilisk, their standing is vastly different. Ultimately, ninjas who wield true power cannot be easily humiliated. The characters in Basilisk were merely bloodline-warriors skilled in close-quarters combat with lackluster destructive potential. In contrast, the Mangekyo Sharingan users of the Naruto world are high-end combatants capable of destroying entire nations. For those who can stand atop the world, respect for a Daimyo is naturally quite low.

Rasa's internal killing intent gradually subsided, leaving a face that appeared calm but hid a roiling storm. He murmured to himself, "Perhaps... replacing him with a more obedient Daimyo would be better."

His fists clenched, knuckles turning white as a glint of madness flashed in his eyes. His whispered words were as cold as polar ice. The rules established by the Sage of the Six Paths for the shinobi world were, in the end, full of loopholes. When a man is pushed to a dead end and driven by extreme rage, reason is often tossed aside for insanity.

As the Wind Daimyo's atrocities began to breach Suna's final lines of defense, the conflicts stemming from years of mining gold became a volcano on the verge of eruption. Rasa, a man of ambition, had made up his mind: remove the stumbling block that hindered Suna and install a manageable puppet.

Naturally, for the Leaf, the "afforestation plan" and the compression of Suna's living space were merely facades—not the ultimate goal. Forcing the Fourth Raikage and Rasa to lose all hope in their Daimyos, thereby igniting a murderous intent in their hearts, was the most critical move Hiruko had played on the board.

Hiruko could not achieve his ambitions as a solitary reformer. What he truly wanted was for the fires of rebellion to consume the Land of Wind. When people are treated as slaves for too long, there will always be a moment where the consciousness of resistance awakens in a few, acting as a spark that eventually sets the prairie ablaze.

The ninjas of today are like circus elephants trained since birth. As calves, they are tied to a stake with a thin rope; over time, they believe the stake is unbreakable. Even as they grow into giants of immense strength, they remain convinced they cannot break free. This is the tragedy of the people of the shinobi world. Even with the power to level cities, Rasa hesitated to strike the Daimyo due to deep-seated taboos and constant weighing of consequences.

Since Rasa wouldn't take the first step, Hiruko would force his hand. But Hiruko wouldn't let Rasa's assassination succeed so cleanly. Even if the Kazekage managed to kill the Daimyo, Hiruko would ensure the scandal set the world on fire. It wouldn't end with a simple change of leadership; Hiruko would drag every hidden conspiracy into the light of day.

Hiruko wanted to abolish the Daimyo system. While this was a change that followed the trend of the times, he needed a scapegoat to avoid the unified hostility of the global elite. The Land of Wind and the Land of Lightning were the perfect fuses—two time bombs ready to trigger a global storm.

His plan was to force Rasa and Ay into radical reforms until they became the actual heads of state, usurping their respective governments covertly or overtly. During this transition, Konoha would "play both sides," using the Daimyo's waning popularity to meddle in foreign affairs and gradually hollow out their power.

If Rasa's plan succeeded, it would shatter the trust between ninjas and Daimyos across all nations. Ambitious leaders of minor villages would no longer be able to restrain themselves. Once the chaos spread, the Fire Daimyo—fearing for his own safety—would naturally curry favor with Minato and Hiruko for protection, allowing for a seamless transition that wouldn't cause a global upheaval.

Then, Hiruko could step into the Hokage seat and truly exert his will. Once two Great Powers were ruled by ninjas, the others would have to follow. The absurdity of civilians ruling over the "gods" of their world would be swept into the dustbin of history.

From the current vantage point, Hiruko viewed this as a simple game. He felt increasingly like a certain "slicked-back hair" antagonist (Aizen). He dropped a few pieces on the board and let them play their parts while he rarely acted personally. Success was optimal; failure was irrelevant. After all, the one suffering the turmoil was the Kazekage, not the Hokage.

His true focus remained on immortality and the secrets of the Dragon Vein. The forged Loulan ruins actually contained a wealth of data: myths, Loulan's real history, and legends of ancient demons. They even detailed Kaguya Otsutsuki's "achievements," Yin-Yang Release, and the story of the God Tree condensing chakra fruit. These scripts greatly expanded Hiruko's knowledge, and much of it—surprisingly—checked out as true. Black Zetsu had truly underestimated him.

Hiruko sat coldly at his desk, his chilling chakra making him look like a being from a subterranean abyss. Those who passed him bowed instinctively in respect and fear. Utilizing the ninjas of this generation as "low-human-rights" labor, he began to aggressively develop capital.

The Shinobi Stock Market.

Hiruko had personally established a rudimentary exchange. Currently, it only traded two commodities: Steel and Millet. He placed immense value on his intelligence network, recruiting informants from across the Great Nations. Market prices flooded into his office like a tide. Even if reporting was slow in one area, he'd send a servant to handle it—a D-rank mission that could be completed with a flick of a finger.

Thousands of these tiny, non-threatening missions provided a constant stream of precise global data to his analysts. Information was updated hourly—a frequency unheard of in this age. Even without Sage Mode, anyone holding this map could "low-buy, high-sell" with ease. It was like having a "wallhack" for the economy.

"Didn't we agree on forty times? Why is your side only at thirty-eight?!" Darui shouted, rolling up his sleeves as he glared at Yura.

Faced with Darui's pressure, Yura showed no fear. He shed his heavy outer robe and snapped back, "Can you really blame me for trying to manipulate the market with ninjutsu? You think I don't want the price higher? The Land of Wind is broke! We're more anxious than you are!"

"Then find a way! We agreed to hike it together and maintain the price. if your end slips and someone catches a lead, don't blame us if the talk gets ugly," Darui barked.

Yura, knowing he was in the wrong, couldn't argue. He summoned a ninja to return and apply more pressure to the surrounding small nations.

Similar scenes played out over the last two months. As cooperation grew, the price of millet skyrocketed to absurd levels. Initially, the factions were clumsy in their collusion, but as the profits swelled, they became a well-oiled machine. Petty feuds were forgotten; money was the ultimate lubricant. Hiruko had led them all straight into the heart of the millet industry.

Most of these factions had been facing financial ruin. Traditional methods wouldn't have fixed their problems in a lifetime, but Hiruko had opened a door to a new world. They were ecstatic. For those who had entered the market early, every tick upward in price was a high more potent than any drug.

The lure of Hiruko's market was too strong. While only steel and millet were listed, these factions—leveraging their relationship with Hiruko—had "bought the dip" early and pumped the prices. Everyone was getting rich. Every price hike meant mountains of Ryo flowing into their coffers. For a brief moment, the representatives of these global powers wondered why they had ever bothered killing each other for decades.
