Chapter 238: He Didn't Lose — There Just Happened to Be Wind
In a monitoring room elsewhere in the facility, Pierce watched the feed with the satisfaction of a man whose investment was performing as expected.
"Excellent judgment, sir," one of the agents said. "Only you would have identified Kadoya as an asset worth acquiring."
Reed said nothing for a moment. He was watching the fight replay on the secondary screen — Tsukasa dismantling Tony's Hell's Kitchen form, clean and efficient, without taking meaningful damage. The assessment he'd made when Tsukasa arrived was being confirmed: this was not someone who operated within the usual frameworks. And not someone who would be easy to control.
He'd been keeping Tsukasa at a careful distance since the first day. There was something about the man that resisted the usual read — the way he held information, the way he moved through situations as though he already knew how they ended, the complete absence of anything that looked like genuine loyalty to anyone. Pierce had presented him as a HYDRA asset. Reed wasn't entirely certain that was accurate. What he was certain of was that Tsukasa had his own agenda, and Reed didn't know what it was.
"Kadoya's effective," Reed said finally. "The question is whether he's controllable."
"He's yours, sir," one of the agents said.
Reed didn't respond to that either.
He watched the screen as the situation shifted — Tony down, Tsukasa out of transformation, and then Ethan Cross producing a Driver that Reed's intelligence hadn't flagged. A gold card. A transformation sequence that the monitoring equipment was struggling to properly capture.
The gold form that appeared made Reed's jaw tighten.
"Another one," he said quietly.
The agents around him were enthusiastic. Reed was running calculations.
Tsukasa had a card system. Tsukasa could copy Rider forms. If Ethan Cross had multiple Driver systems, and Tsukasa could access all of them—
He filed it and kept watching.
Tsukasa had known a Kamen Rider Eternal once. He'd met most of the primary Riders across his travels, and Eternal occupied a specific memory — the one who operated at a level that made most combat feel approximate, who moved through fights the way water moves through obstacles, and who had lost exactly once in Tsukasa's presence.
"There happened to be wind," Ethan said.
Tsukasa stopped.
He looked at Ethan. "You know him."
"I know enough," Ethan said. "Including that."
Tsukasa was quiet for a moment, recalibrating. Someone in this world — a world that wasn't the W universe, that had no formal connection to the Rider framework — who knew the specific context of that specific moment. Not from a file. From somewhere else.
"You know who I am," Tsukasa said.
"World-breaker," Ethan said. "Kamen Rider Decade. Yes."
"Then you know what I do."
"You travel. You destroy worlds and rebuild them. You collect Riders." Ethan paused. "And apparently you end up in HYDRA front organizations when you're looking for someone."
Tsukasa's expression did something brief and honest. "Reed was useful for the access. I wasn't going to be in his organization for long."
"I assumed."
Tony was standing slightly to the side with his arms crossed, tracking the conversation with the expression of someone who has decided to wait for a summary rather than ask questions that won't be answered.
"The Driver," Tsukasa said, looking at what Ethan was holding. Gold, elaborate, the specific weight of something that had been designed to contain everything. "I don't recognize it."
"You wouldn't. It's new." Ethan turned it over once. "Legend Driver. Legend Sublimation Unit. Complete card set."
Tsukasa went still in a way he hadn't gone still during the fight with Tony.
"All of them," he said.
"All of them."
A pause. Then: "That's mine."
"It's really not," Ethan said pleasantly.
"That's—" Tsukasa stopped. He looked at the Driver for another moment with the expression of someone who has encountered a philosophical problem they hadn't anticipated. Then he did something unexpected: he started laughing. Not the performance of amusement he'd deployed during the Tony fight. Something more genuine, surprised out of him by the specific absurdity of the situation. "You have the one belt that does everything I do, and you got it before you met me."
"The System has opinions," Ethan said.
"Kamen Rider—"
"Legend—"
"LEGENDARY LEGENDORGA!"
The gold came from everywhere at once — not assembling, not sequencing, but arriving, the way something arrives when it was always going to. The magical formation behind Ethan expanded and collapsed into the suit simultaneously, and what stood in the facility was the gold Rider, full presence, every Rider's aesthetic contributing to a form that was simultaneously all of them and none of them in particular.
Tsukasa looked at it for a long time.
"Decade and Grand Zi-O's transformation effects," he said. "Combined."
"That's what I was told."
"Interesting name," Tsukasa said. He was studying the form the way someone studies a very complicated piece of music. "Legendary Legendorga." A beat. "Better than Decade."
"Don't say that out loud," Tony said. "He already has opinions about himself."
"It's not better than Decade," Ethan said.
"It's better than Decade," Tsukasa said.
Tony looked at the ceiling. "I'm surrounded by people with the same personality disorder."
Tsukasa raised his hand, and the Ride Booker came out, and something in the air changed — the shift from conversation to combat, which both of them had been moving toward since Tsukasa walked into the room.
"I've been to every Rider world," Tsukasa said. "I've fought every primary Rider. I've never lost a fight I needed to win." He looked at the gold form across from him. "You've got a form that takes everything I have and makes it one card. So."
"So," Ethan agreed.
"Let's find out."
In the monitoring room, Reed watched the two gold figures across from each other on the screen and pressed his fist against his mouth.
Beside him, one of the agents was still talking.
"—incredible asset, sir, really you have the most—"
"Quiet," Reed said.
He watched.
