Chapter 25 - The Man Who Watches the Watchers

The next move came before dawn.

Not through systems.

Not through calls.

Through people.

---

Daniel entered the strategy room at 6:12 a.m., face tight.

"Miss Hart—one of our external observers is gone."

Evelyn didn't look up immediately.

"Gone?"

"No contact. No trace. His last check-in was at 2:47 a.m."

Damian, already in the room, went still.

Cassian didn't.

He leaned back slightly.

"Not missing," he said.

"Removed."

---

Evelyn lifted her eyes.

"Message?"

Cassian nodded once.

"Correction."

A pause.

"He doesn't like being watched."

---

Silence.

Evelyn said quietly—

"Good."

---

Damian looked at her sharply.

"That's not good."

"It is," she said.

"Because now we know where the boundary is."

---

Daniel hesitated.

"…And if he keeps removing them?"

Evelyn didn't blink.

"Then we stop placing them where he expects."

---

Cassian watched her.

Carefully.

Then said—

"He's not eliminating threats."

A pause.

"He's shaping your perception of threat."

---

Evelyn's eyes cooled.

"Yes."

---

She stood.

Slowly.

Then walked to the table.

"We're done reacting to visibility."

A beat.

"We start controlling absence."

---

Damian frowned.

"What does that mean?"

Evelyn looked at him.

"It means we stop trying to see him."

A pause.

"And start deciding what he doesn't see."

---

The room went still.

---

Cassian's expression shifted.

Just slightly.

Approval.

---

And for the first time—

Leon Vale was no longer the only one shaping the board.
