Clerk-Assessor Wun Jaeho worked on the fourth floor of the Ministry's registration annex, in an office that faced the interior courtyard and received no direct sunlight after eleven in the morning. I knew this because Baek Soha had found out, and she had a habit of finding out things in more detail than was strictly necessary, which I had come to understand was one of her greatest professional strengths.
She came back two days later with a folder that was thinner than her usual offerings but no less precise.
"He's fifty-three. Twenty-seven years in the registration division. Three departmental commendations, none in the last nine years. Two formal notes in his file for 'insufficient diligence in review procedures'—both connected to the same period when the Cen Bosheng transfers were being pushed through." She opened the folder. "He didn't flag the irregularities. Either he didn't see them or he was told not to look."
"Which do you think it was?" Yoon Ijun asked.
