It wasn't just the International Commerce Centre. As Harvey hovered in the sky above Hong Kong observing...
The vast majority of the buildings in the city below had suffered severe damage.
Many high-rises were still billowing thick smoke, and muffled explosions occasionally reached the high altitudes.
