The Maximum Abilities Detention Center was a confinement chamber almost five kilometers deep down beneath the Hunter Association Board's Headquarters in Star City.
It was created before the Board's HQ existed. Originally an emergency haven for protection should anything go wrong in the main city of Mars, it became a prison for those who stood against humanity.
The criminals held in the detention center were less than a hundred people over the course of hundreds of years since Mars became a habitable planet.
But each one of those criminals were highly dangerous, posing a great security risk to the people of Mars. There was also a hierarchy in the detention center set up to separate the true criminals from the lost causes.
The Phantom was the king of the lost causes. The first SS-Class ability user to exist. A man with the highest potential among all the citizens of Mars, but chose to use his abilities against Mars.
