Seito continued. "Report all issues directly to them! There is no need to notify me! All final decisions shall be reached through deliberation by the Fatui Executives."
As the words fell, Sora, Shiro, and the others heard system prompts chime in their ears.

The group stood in shock. They hadn't expected a verbal decree from Seito to translate into actual system-recognized rewards and powers. This was insane!
The civilians and soldiers were equally stunned. By delegating his power into eleven parts, Seito was effectively a "hands-off" ruler. While he kept the status of Emperor, the Empire's fate would be decided by a council. This was a move toward equality—not absolute, but a far cry from the life-and-death whims of traditional tyrants.
"We thank the Emperor!" The Executives saluted him formally. In such a grand setting, even the casual friends knew to play their parts with dignity.
Seito then looked toward Bai Feng. "General Bai Feng, I bestow upon you the title of General Who Conquers the South! You are the supreme commander of the Southern Expeditionary Force!"
"Thank you, Emperor!" Bai Feng was ecstatic. "Conquering the South" meant he would be the vanguard in any future wars against the other empires.
"I appoint the adventurer Old Twenty Eight, as the Military Strategist for the Southern Expeditionary Force!"
Seito added this final touch, knowing that Old Twenty Eight's modern perspective would be the perfect tactical balance to Bai Feng's raw martial prowess.
