​The evening air in Uzushiogakure didn't carry the scent of charred wood or iron blood that had become the "perfume" of the Five Great Nations during the Second War. Instead, it smelled of sea salt, ozone, and—as they approached the residential districts—the rich, savory aroma of street food that Tsunade couldn't quite identify.

​"Wait," Tsunade stopped, her eyes narrowing as she scanned the crowd in the Lower Plaza. "Kushina, stop. Who are those people?"

​A group of teenagers was sitting around a fountain made of a strange, shimmering alloy. One boy, around fourteen, was laughing as he adjusted a high-collared shirt with a familiar fan-shaped crest on the back. A few feet away, another group was engaged in a spirited game of strategy, their pale, pupilless eyes moving with a precision that chilled Tsunade to the bone.

​"Is that... an Uchiha?" Tsunade's voice dropped to a dangerous whisper. "And those pale eyes... the Hyuga? Kushina, what is going on? Did the Leaf send a battalion here without telling me?"

​Kushina giggled, a sound that seemed entirely too casual for the political nightmare Tsunade was currently envisioning. "Oh, that's just Fugaku-kun. He's the leader of the Uzushio Uchiha branch. And the Hyuga guys? They're part of the Civil Engineering department. They help map out the city's sub-space pipes."

​Tsunade felt a migraine forming. "Uzushio's Uchiha? Civil Engineering Hyuga? Kushina, these are the Foundation Clans of the Leaf! If Hiruzen or the Elders found out they were here—"

​"But they aren't 'here' in the Leaf's eyes," Young Mito interjected, her voice calm and academic. "According to Konoha's records, most of these people are 'KIA'—Killed in Action. A Stone ambush here, a Mist raid there... the 2nd War is very messy, Tsunade-Ni. People go missing all the time."

​Tsunade looked back at the crowd. Now that she was looking closer, she saw the diversity. She saw men with the rugged, earthy tan of the Land of Earth (Iwa) sharing a drink with lithe, pale shinobi who looked like they belonged in the Mist (Kiri). Even more shocking, she saw a man with the unmistakable cold aura of a Root agent, now wearing a colorful apron and handing out "Sea King" skewers to a group of laughing refugees.

​"Rimon calls it 'Recycling,'" Kushina explained, dragging Tsunade toward a food stall. "Why let good talent die for a village that treats them like tools? If they're tired of the war, the Sovereign gives them a choice: die for a shadow, or live for a sun."

​They sat at a table made of a warm, dark wood that seemed to pulse with a low-level warming seal. A man with a scar across his bridge—clearly a former Kumo shinobi—placed three bowls of steaming noodles in front of them.

​"Enjoy the meal, Little Princesses," he said with a genuine smile before nodding respectfully at Tsunade. "And welcome, Lady Senju. It's a good day to be alive, isn't it?"

​Tsunade stared at her bowl. "He... he was Kumo. I recognize the accent. He should be trying to kill me."

​"He was a Tier-4 prisoner who didn't get redeemed by his 3rd Raikage," Mito explained, elegantly using her chopsticks. "Rimon-nii offered him a job in the Logistics department. He's been a Tier-2 Citizen for six months now. He even married a local Uzumaki woman last week."

​Tsunade felt the world shifting beneath her feet. In Konoha, a prisoner was a source of intel or a bargaining chip. In Uzushio, they were an asset.

​"How do you keep them from betraying you?" Tsunade asked, her medical mind thinking of brainwashing or seals.

​"We don't need to," Rimon's voice drifted over. He had finished his council meeting and was walking toward them, accompanied by a tall, regal man with the Uchiha crest. "Why would they go back to a place where they were disposable? Here, they have a house, a salary in Vortex Credits, and their families are safe. Betrayal would be a suicide of the soul."

​Tsunade looked at the man beside Rimon. 15 year old Uchiha young patriarch "Fugaku Uchiha. I heard you 'died' in a skirmish near the border of the Land of Fire."

​"The 'Fugaku' who served the Leaf did die," the young Uchiha replied, his voice steady. "The one standing before you is the Head of the Uzushio's Uchiha. We serve the Whirlpool now, Lady Tsunade. Here, my eyes are used to protect my people's future, not to be a weapon for Danzo's paranoia."

​Tsunade looked at Rimon. The 14-year-old was smiling as he watched the "dead" legends of the Shinobi world living a life of warmth and domesticity.

​"You're hollowing them out," Tsunade whispered, the realization hitting her like a physical blow. "You're taking the heart of the Great Nations and transplanting it here."

​"I'm not taking anything," Rimon replied, his eyes reflecting the glow of the city lights. "I'm just providing a garden. People naturally grow where the sun shines brightest."

​As the evening deepened, Tsunade found herself surrounded by the "Golden Generation"—the toddlers who would have been war orphans, the teens who would have been cannon fodder, and the elders who would have been discarded. They were all here. And as she looked at the joy on their faces, the Princess of the Leaf felt her last bit of skepticism begin to melt into the silver sea.
