It was just that, as for successful cases...

And the primary point of failure was the second part—controlling the Deity.
Merely creating a Deity, while difficult, was not impossibly so. There had been quite a few successes, resulting in both True Gods and Outer Gods. But in no case was the creator able to successfully control their creation.
A being with a true sense of self would never willingly submit to another's control.
