Among the four types of Demon Eyes, the Petrifying and Freezing Demon Eyes were the easiest to acquire and the most effective in actual combat. They could be perfectly adapted to nearly any fighting style, making them Isaac's secondary choices.
Although the Demon's Eye was the most powerful of the Demon Eyes, it was deeply intertwined with the Demon Dominator path, so he actually ranked it as his lowest priority.
This was because the Demon Dominator path currently overlapped with his own fighting style.
