Only Artifact Refiners or Alchemy Masters who possessed a Fire Control Technique could condense True Flame. True Flame relied on True Essence. It could only be formed by using Divine Thought Power to guide the Heaven and Earth Fire Spiritual Qi and condense it within one's True Essence!
