The second circle was for the Elite Class students, the third for the Small Class students, and as for the Large Class, they could only reside in the outermost ring.
To put it in perspective, Genius Class students could go anywhere in the academy. Elite Class students could enter the Small and Large Class areas. As for the Large Class, they were restricted to their own zone.
