Using his devoured comprehension of psychology (from scrolls and observed interactions) and his future knowledge, Itama worked on his most important project: a social framework for peace. He understood that a village needed more than walls and rules; it needed a shared identity.

He drafted concepts for inter-clan training exercises, for shared festivals that incorporated different clan traditions, for a council that gave even minor clans a voice. He modeled it on the best aspects of Konoha he remembered and improved upon its flaws—the discrimination against the Uchiha, the isolation of jinchuriki. He wrote these as "idealistic stories" and shared them with Hashirama, whose eyes would shine with hope. The Will of Fire was being kindled with carefully placed intellectual tinder.
