Originally, the Third Raikage did not plan to let A fight Ziyun, but Ziyun kept pestering him, so the Third Raikage had no choice but to agree.
"Go easy later. Don't hurt Ziyun..."
Before the duel began, the Third Raikage specifically told A not to go too hard.
He knew his son well. A's current strength was at least elite chunin, close to special jōnin level.

In truth, Ziyun hadn't used the Rumble-Rumble Fruit's power at all. If he accidentally injured Big Brother A badly, it would be a problem. So Ziyun improvised and used a technique from the original story that wasn't very lethal, but was extremely humiliating.
