How strong is the World Government exactly?

It's difficult to say, but it certainly isn't weak.

By the time of the Elbaf arc, almost the entire sea except for Hachinosu Island where Teach resides consisted of Luffy's allies.

Even the Blackbeard Pirates shared a similar stance with Luffy when it came to opposing the World Government.

If you think about it, the people fighting the World Government in the final battle would at least include the Straw Hat Grand Fleet, the Elbaf Giant Race, the Red Hair Pirates, Cross Guild, the Revolutionary Army, the Marine dove faction, a group of Supernovas... and perhaps even the Blackbeard Pirates, the Whitebeard remnants, the Roger remnants, and the Wano Country remnants.

He needed to arrive before the CP agents.

However, he had used a bit too much force when seizing the ship earlier, leaving it in less than ideal condition.

Aramaki was not confident he could outrun the CP.

Therefore, he chose to cause them a little trouble.

As long as they remained suspicious for a few hours, there was no way they could catch up.

The plan was progressing smoothly.
