Chapter 66 - You Speak to People the Way They Can Hear

Inside Hanzō's office.

The same man who had just stirred an entire hall into a blaze of conviction now sat slumped behind his desk, head lowered, eyes dull and empty.

The performance was over.

The puppet rested.

Behind him stood Uchiha Jin.

Before him—Yahiko, Nagato, Konan, and Uchiha Obito, who had just returned from the Kamui space—looked at Jin with burning eyes.

Jin stepped out from behind the desk and smiled.

"Well? How did the meeting feel?"

Yahiko answered first, practically vibrating with energy.

"Jin-nii, it was incredible! 'If you have a measure of heat, give a measure of light—like fireflies gathering into a galaxy!'"

"I still can't calm down. I just want to throw myself into action!"

That was Yahiko—hot-blooded, earnest, reckless in the best way.

Obito nodded vigorously. Even Nagato's usually quiet expression carried intensity. Konan, though more restrained, was clearly moved.

Jin shook his head slightly.

"I only said half of it."

"…Half?" Yahiko blinked.

Obito tilted his head. "Sensei, what's the other half?"

Jin didn't keep them waiting.

"If you have a measure of heat, give a measure of light—even like a firefly, you can shine in the dark. There's no need to wait for a torch. And if, in the end, there is no torch—then I shall be the only light."

Silence.

All four of them widened their eyes.

The words hit deeper than the speech in the conference hall.

Jin continued calmly.

"The 'I' in that sentence doesn't mean me alone."

"It means you. And you. And you."

"It means every single 'I.'"

"In the meeting, I needed to establish Nagato as the torch—so others would follow him."

"But in truth?"

"I hope each of you becomes a torch."

"Not followers of someone else's path."

"But lights that illuminate your own."

Yahiko's breathing grew heavy. Obito's fists clenched unconsciously. Even Nagato's Rinnegan seemed to deepen in focus.

Only Konan maintained her cool composure, though her gaze flickered.

After a moment, she asked softly,

"Then why only say half of it in the hall?"

"Wouldn't the full version inspire people even more?"

Jin exhaled slowly.

"Because you speak to people in the way they can hear."

"You think awakening a world bound by thousands of years of tradition is easy?"

"You think erasing numbness, apathy, and the belief that shinobi are tools and civilians are livestock happens overnight?"

He shook his head.

"That takes generations."

"Too much, too soon… and you become a threat instead of a guide."

He walked toward the window, rain streaking the glass.

"This world has been conditioned for centuries."

"The upper class teaches shinobi they are weapons."

"Commoners are taught they exist to endure."

"If you push minds too far too quickly, you don't create enlightenment."

"You create extremism."

Obito frowned slightly. Yahiko listened carefully. Nagato remained silent.

Jin continued.

"Take the Uchiha clan for example."

"If I told them each of them was a torch meant to lead the world?"

He smirked faintly.

"Half of them would decide their path is absolute truth and start sharpening blades."

"Another quarter would try to kill the first half."

"And the rest would call everyone fools and do something even worse."

Obito coughed awkwardly.

He couldn't exactly argue with that.

Jin's voice grew steady again.

"You four are already awake."

"That's why I can speak to you without reservation."

"But the others?"

"They need steps."

"One awakened person wakes two."

"Two wake four."

"Four wake eight."

"A single spark can start a prairie fire."

"And one day—when most people move toward the same goal—"

"Nothing will be able to stop us."

His gaze swept across them.

"What we are doing now is not rebellion."

"It is reconstruction."

"And it is glorious."

There was fire in all four pairs of eyes now—even Konan's.

But Jin raised a hand.

"Of course, empty passion is worthless."

"Words mean nothing if they don't turn into structure."

He returned to the desk and opened a drawer, pulling out several duplicated documents.

"This is a five-year development plan for the Land of Rain."

He handed each of them a copy.

"Read."

Obito blinked. "You made this… already?"

"Third Shinobi World War will end soon," Jin said calmly. "History repeats itself. After every great war comes a period of relative stabilization."

"The major nations will still attempt economic pressure."

"They'll restrict Rain's growth."

"But there is far more we can build internally than they realize."

He looked at Obito.

"You'll be controlling Hanzō's movements for quite some time."

"And you'll need to manage the White Zetsu carefully."

"They're not insignificant."

Obito nodded seriously.

Jin turned to the others.

"Your first task is to secure control of Rain's power structure."

"Administrative reform."

"Resource distribution."

"Border reinforcement."

"Civilian infrastructure."

"Education."

Nagato's eyes sharpened at that last word.

Jin noticed.

"Yes. Education."

"If you want to change a nation, you don't start with its weapons."

"You start with its children."

He tapped the documents.

"These plans are based on the intelligence available in Hanzō's office."

"I haven't conducted full field surveys."

"So you must adapt."

"Learn to adjust to real conditions."

"Strategy is useless without flexibility."

He straightened slightly.

"Now."

"Let's go through the details."

Outside, the rain continued to fall.

But inside that office—

A different future was being drafted.
