Rank Nine experts were not people who could simply be ordered around, even by the Noble Houses they belonged to. Their strength placed them at the very peak of the continent, and convincing one to act usually depended on whether the reward was worth their time. If the benefits were great enough, a Rank Nine expert could certainly be persuaded, but no one could casually expect one to take action.
