People in the Ninja World generally possess Chakra—even those who do not practice Ninjutsu will have a small amount of Chakra within their bodies.
This small amount of Chakra is insufficient to perform Ninjutsu, and those people might not even know it themselves, but a Sensing Ninjutsu user can feel the presence of a 'person' because of it...
