She transformed her cosplay from Minato to Sakura, and started healing herself.
After gaining Kashimo's body, her Cursed Energy has gained properties of electricity. But since she is also immune to it, it didn't hurt her while healing herself.
On another note, unlike normal sorcerers, she doesn't have to worry about her Cursed Energy output or burnout like other Cursed Spirits or Sorcerers or Death paintings like Choso.
Due to merging of Newborn Souls with pure Cursed Energy, her Cursed Energy is extremely pure even with the mix of her original and Kashimo's Cursed Energy.
Normally, the brain can me seen as an engine, which overheats due to Domain Expansion and causes Cursed Technique burnout. But since her Cursed Energy(fuel) passing through the brain is extremely pure, it doesn't put much burden on her brain.
Likewise, she can spend almost her entire Cursed Energy in one go without putting pressure on her brain.
With the combination of an overpowered Cursed Technique, it not requiring actual cosplays but forming them with Cursed Energy, just like Choso can create blood with Cursed Energy, her Cursed Energy reaching more than Yuki, a Special Grade, all thanks to Tachibana Yosuke's help and getting killed once, Teruhashi Yuki has the potential to surpass Gojo Satarou.
Even though she doesn't have the talent to achieve her potential, given enough time and experience, she WILL become a very strong Special Grade.
Given enough time and experience, that is.

While cosplaying as Sakura did give her the known abilities of Byakugou seal, healing jutsu, Tsunade-style punch, it didn't actually give her the body stats, which would have included immunity to such weak poisons if [Cosplay] actually gave the user the body of the character too the user is cosplaying as.
A soldier walked over Teruhashi and poked her with his gun to confirm that she was knocked unconscious.
"So that's a superpowered human!? She teleported here, right!? And then started healing her wounds after changing clothes!"
The Captain beside the soldier said, "We can't let people like that get into the hands of China or Russia. We will protect them.
Since she can teleport, keep her unconscious and give her double dosage at half time, and drug her as well. We can't let her gain consciousness even for a moment."

His goal being able to use its nukes on Japan.
No other country will use their nukes for keeping up their appearance, but Pakistan is world's terrorist hub.

He received a phone call from USA's military general, "You were telling the truth! I didn't expect Superhumans to be really there!"

Kenjaku chuckled at how easy it is to fool big countries. Just play the part of a greedy guy, let them have some people as proof that he is not lying, and they are hooked in their greed and race with other countries.

The previously added rule 'All players, except Geto Suguru and Kenjaku, can go in and out of any barriers!' only allowed players. It must be either a mistake from a newly awakened Sorcerer who isn't exactly suited to be a lawyer, or an incarnated Sorcerer who doesn't care about civilians.
People like Yuta will never make such a drastic mistake.

He can't exactly let the world's militaries know that they are going to be trapped upon entering.
