Chapter 4 - Chapter 4: The Seat Of Power

–Lily of the Valley Island, East Sinnoh–

Inside his office sits a man in his late 40's, surrounded by monitors on every wall showing live surveillance footage, maps, survey reports on weather, natural disasters, and more.

He has blue hair, and is wearing a black tactical armor with the insignia of Sinnoh's special force division, the Black Sector 9, engraved upon it.

In front of him is a women in her mid-20s also wearing the same armor. 

"Did they manage to locate her hideout?" The man asks his underling. 

"Not really. Three Eyes tried to triangulate her last base of operations, but found nothing. We are still trying to figure out how she manages to move around the world undetected. 

We have some hypotheses. Some one on the insi—-" 

A notification chime goes off on his deskcomm interrupting their conversion.

"Apologies, sir, but Arthur Hawke wants to talk to you." The voice of his secretary comes out.

The man nods and says to the girl, "Wait outside,"

The girl stands up, and quietly leaves the room. 

He picks up the call, and a hologram of a worried and anxious Arthur Hawke materializes on top of his desk.

The man is surprised to see this state of the technological adviser to Sinnoh's pokémon league. He has seen better days for sure.

The man asks curiously, "You look worried Arthur. That's not like you. What happened?"

Arthur Hawke takes a deep breath before he responds, "I am sending you a location right now. Along with a data packet. I need you to send a team there to make sure my son doesn't get killed."

"What happened?" The man asks.

"Nothing happened so far, and I would like to keep it that way. My son is in the Fumelands right now, overseeing a geological survey we are conducting. I asked the security there to investigate the migration problem you mentioned.

An hour ago, they found a Salamence hibernating inside a cavern near the facility. 

The security personnel I sent with him are barely equipped to fight it, and I will not take any risks with my son's life. I have also lost communication with them."

The man nods, understanding, "Alright, I will make this a top priority and send a response force there the second I finish reviewing the contents of the data packet."

"I appreciate that," Arthur says as his Holographic projection disappears.

He finds the data packet Arthur sent and runs the footage through several of their their pokémon identification algorithms to see if there is any prior record of the Salamence in question.

In less than a minute, he gets a match, much faster than it usually takes for this kind of thing. Which is a cause for worry.

Looking at the alarming result of the analysis, Cyrus Frost, one of the Elite 4 of Sinnoh makes a call.

–Battle Tower, Battle Zone, Northeast Sinnoh–

While looking at the live holographic projection of two pokémon fighting, a man in his late 20's with long, wavy grayish blue hair gets an urgent call notification on his wristcomm.

Tobias Takuto identifies the caller and immediately answers the call.

A hologram of Cyrus materializes from his watch.

"Abandon whatever you are doing right now. I need you to go on a mission for me." Cyrus says.

Tobias gives him an amused look, "Commander, did you miss ordering me around so much that you forgot I work for the International Police now."

"It's urgent. We are under a time constraint. The mission is near the Fumelands, and you are the closest to it."

Tobias smiles. "Just tell me you miss working with me. It's not like we don't have BS9 operatives here right now. In fact the new guy you asked me to train is quite capable as well."

Cyrus shakes his head, "Not against a Calamity, he is not. And take him with you. It will be good exposure for him."

Tobias heaves a sigh, "A Calamity. Again? This will be the third one I'll be dealing with this year. Can't even catch a break. Alright, I'll prepare my team for the briefing."

10 minutes later, Tobias along with his team and a member of Black Sector 9 sit at a semi-circular table inside a mission briefing room.

All of them are decked in the standard Black Sector 9 tactical armor and visor. The armor is form-fitting and designed for maximum mobility and protection.

At the end of the table is a life-size holographic projection of Cyrus Frost, the commander of Black Sector 9.

"All the mission relevant details have been sent to your visors. You will review them in detail later. For now, I will lay out the basics of your mission.

You will be sent to the edge of the Fumelands, where a research outpost belonging to Hawke Industries is located. 

Half an hour ago, we received information about a Salamence hiding there. 

Our identification algorithms were able to identify the Salamence as Sunfyre, a Calamity Class pokémon who fought against Galar's Champion Leon's pokémon four months ago when it attacked one of their offshore cities.

The injury caused to it by Leon's Charizard also matches what we see in the video sent by Arthur."

Behind the hologram, a video starts playing.

Tobias and his team can see shaky drone footage of one of the most powerful Calamity Class Charizard in the world fighting against Sunfyre.

The video then changes to the one Arthur Hawke sent Cyrus.

Cyrus continues his presentation, "The people at the outpost underestimate the danger it poses, and unfortunately we have no way of communicating with them.

If the pokémon wakes up, they are all dead. Your mission is to ensure their safety and if it comes down to it, neutralize the Salamence."

Elliot asks, "Commander, how exactly did a Calamity Class pokémon get there? And what is it doing there?" 

Cyrus replies, "We don't exactly know how Sunfyre managed to arrive in Sinnoh. International Police was keeping an eye on Sunfyre's location after the battle, but three months ago, they lost track of it.

And as for what's it's doing there is irrelevant to this mission.

Any other questions you might have will be answered when you read the full mission brief."

Cyrus then turns to Tobias and continues, "Arthur Hawke's son is there, so this mission is very sensitive, if anything you have to save him, I'll leave the planning entirely into your hands. Good luck."

Tobias turns to both his teammates and the new guy as the hologram disappears and smiles, "Alright then, shall we?"

All of them exist the room and head towards the designated takeoff area on the roof of the Battle Tower.

Tobias and his team board a heavily armored Aerial vehicle made by Hawke Industries. 

The exterior of the AV is angular for maximum aerodynamic effect and is designed for vertical take-off and landing and powered entirely by a miniature nuclear fusion core.

"Mira, how long till we reach our target?" Tobias asks Mira.

Mira looks at the navigation console inside the AV before answering, "We should reach there in about six hours, that's just before sunrise." 

Tobias turns to look at the other two members involved in this mission and says, "Alright, guys, gather up. We are doing a pre-mission briefing. 

Sunfyre is a calamity pokémon, which is some cause for worry, but not too much. The real problem will arise if Sunfyre decides to attack the outpost.

In which case, we will first have to lure the dragon away from the outpost before we engage it.

Keep in mind that Calamity dragons are extremely powerful, injured or not, so you guys need to prepare yourself mentally for this."

"Captain, should we expect any casualties on this mission?" Ronan, the new guy Cyrus sent to Tobias for his training asks.

Tobias shakes his head, "No. You can leave Sunfyre to me. I will take care of it. Your job is to protect the people there. I don't want there to be any casualties. Be careful, watch each other's backs, and everything will go smoothly." 

Mira, Ronan, and Elliot all nod at their captain's words and collectively say, "Understood."

"Requesting permission to take off." The AI piloting system asks.

"Permission granted," Tobias replies.

The four graviton generators beneath the AV's wings, two per side, become active.

The generators emit a faint blue glow and a low-frequency hum as the AV starts rising in the air.

"You guys have the mission brief. Study it properly, and then we will discuss our plan in detail," Tobias says as the AV takes off towards the Fumelands, escorted by Tobias's green Bipedal insectoid dragon with rhombus-shaped wings, flying just below the clouds, cutting through the air at full speed.
