As for Zoe Sawyer, for safety reasons, she couldn't go with them. However, she could pick a spot, open a door, and wait for them.
If something unexpected happened, they would have a way out.
Zoe Sawyer, of course, didn't refuse. After Evan Keller and Heath Hale arrived with their men, she opened the door, allowing them to join up with the provincial bureau's team ahead.
Initially, Zoe Sawyer had wanted to open the door right inside the Miller Brothers' room. That way, they could coordinate an attack from both inside and out, possibly capturing everyone in the building much faster. But Heath Hale vetoed the idea.
