The New Jujutsu Age bill requires all practitioners of Jujutsu to obtain a license to use it in public. It is required for all active Jujutsu sorcerers under the Jujutsu Headquarters in Japan. However, this bill wasn't a spur-of-the-moment decision by the higher-ups for more power. There have been discussions with the Simurians who arrived on Earth.

Ever since they arrived, there have been some…difficulties with their existence near Earth. In the other timeline, cursed spirits were forced into Tokyo for purification rituals that could only be performed at certain times. However, curses in the current age are exorcised on sight.

Unknowingly, this has caused major issues for Simurians. While the Simurians still aren't public knowledge, their religion is even more unknown to the denizens of Earth. Unfortunately for the two races, it's almost impossible to coexist with the current system.

The Simurians who arrived on Earth, the Rumel, worship Kalyan as sacred beasts. They are immortal beings who take the form of different animals. It just so happens that cursed spirits give off a very similar aura.

The Rumel race has three eyes. Their third eye on their forehead functions like the brain of a human Jujutsu sorcerer. The third eye is the source of their Jujutsu, or Rolloluca, and when they are born and die, it cries.

However, their eye also cries when a Kalyan dies, creating much emotional distress and pain that it can prove fatal. On Simura, the Rumel were discriminated against because of their worship of Kalyan, because the Kalyan are hostile to all races other than the Rumel.

The primary reason the Simurians have been so inactive since arriving is the pain and distress involved every time a human exorcises a cursed spirit. Every time they come close to Earth, their third eye cries, and they are brought to exhaustion.

The New Jujutsu Age bill seeks to take control of current exorcisms, temporarily halting them while maintaining diplomatic relations with the Simurians. Even so, the current system hasn't been fully implemented, so the meeting is currently proceeding virtually.

"I would like to say it is nice to meet you, but I'm sure you are aware that these are troubling circumstances. In any case, I'm known as Jabaloma." The large face on the screen, reminiscent of the LEGO-brick version of Tengen, spoke with seriousness. He is usually calm and collected. If you were to look at his forehead where his third eye resided, you would see it red, not from anger or malice, but like that of an exhausted eye crying.

No matter how kind-hearted someone is, when the sacred beasts of your religion are constantly being slaughtered in the streets, making you cry uncontrollably, it would naturally leave a person heavily distressed and exhausted.

Usami and Mino nodded as they introduced themselves. "We understand. I'm Usami, and this is my subordinate Mino." Seeing that the introductions were done, Jabaloma continued. "I'll get straight to the point. My people would ask that you stop the killing of the Kalyan. Then we can deepen diplomatic relations. As things stand, my people are becoming restless with hate."

The two Japanese representatives shared similar views. They couldn't stop killing cursed spirits. The lives of their people could be in danger. Yuji Itadori could reduce their strength and numbers with his advanced barrier techniques, but only to a point.

Usami made his thoughts known. "We understand, but this isn't something that can be made overnight. The Kalyan you speak of are cursed spirits. They operate on negative energy. While I don't know their connection to your Kalyan, I can assure you that we are not killing your sacred beasts."

The Jujutsu Headquarters were the first to speak with the Simurians, providing them with insight into basic Simurian history. As a result, it became known among the high-ranking individuals that Kalyan are the sacred beasts of the Simurians, at least the ones visiting Earth.

Jabaloma crossed his hands in front of his face. "That may be so, but our eyes only cry for the Kalyan. Even if they disappear after death and are made of negative emotions, we still wish to care for them. If there is any way to coexist with them, that would be a better solution, would it not?"

Although Jabaloma stated this as if it were no big deal, coexistence with cursed spirits was impossible. Regular humans can't handle curses above a flyhead, so what chance do they have if they remain unchecked and spread until the country is overrun? There isn't a fixed amount of cursed spirits, after all.

There were only two options that appeared in front of the two Japanese representatives. The first option was to forcibly push the Simurians away, even if it meant war. With the threat level of the Simurians being so high, the world could be destroyed by such an attack.

It's still unknown if they will have reinforcements. If Japan and the Earth defeat the Simurians, what is stopping the other residents of Simuria from invading a weakened Earth?

The other option was feasible and the most logical solution; however, it would be dangerous and borderline treasonous as well as morally horrible. One reason cursed spirits are so hard to contain and why there is a need for active Jujutsu sorcerers is a single variable.

Yuji Itadori can lower the curse grades to a certain point, making it so the curses would theoretically be weaker than in the other timeline. However, this timeline also had a factor pushing against Yuji's containment of cursed spirits.

Satoru Gojo.

The balance of the world shifted with his birth, and since he is still alive, the balance still hasn't fully recovered to a stable state. The only one holding it together and keeping Japan from destruction is Yuji Itadori's barriers.

Due to his nature as an anomaly, Naohiro Zenin was omitted in the balancing of the world. However, since Satoru Gojo and Naohiro Zenin were born on the same day, people naturally concluded that both sorcerers shifted the balance. Only a few have ever known about his anomaly status. Among those, most are dead.

In the public's eyes, the other solution would be to remove either Naohiro Zenin or Satoru Gojo to make the cursed spirits weak enough to be contained, removing the need for war against the Simurians.

In reality, the only way to reduce the cursed spirit's strength is to execute Satoru Gojo.

Usami started sweating as he glanced at the man virtually in front of him. 'What do we do? What can we do!?' Jabaloma spoke up as he closed his eyes. "Fortunately, we brought along a representative who is unaffected by the Kalyan deaths. He is already there."

Mino and Usami both froze as they felt an overwhelming presence. Turning to the side, the man who had been standing in the corner the entire time finally made his presence known. Mino's eyes widened in shock. 'When did he get here!? I've only ever felt this pressure when I was talking to Satoru Gojo!'

Seeing that Usami didn't say a word, Jabaloma continued. "This is Dabura, the strongest of the Simurian people and our in-person representative. We wish for non-hostility, so we'd like to introduce him." Dabura didn't say a word, simply stared lazily at the two Japanese men.

Usami's thoughts kept racing. 'Are you kidding me!? 'Non-hostility'!? This is a blatant threat!' He finally looked up and met Dabura's gaze. 'They're telling us to figure out a solution, or this thing is going to attack.'

He took a deep breath and spoke. "We'll need some time to think and discuss our options. These circumstances are just too inconvenient as they stand." Usami turned back toward Dabura. "It was nice meeting you. If that is all, we will take our leave and discuss this matter with Jujutsu Headquarters. We will contact you again when we have our decision."

Jabaloma's eyes twitched, but they eventually closed. "Understood, however, I urge you to act quickly. All I have been hearing is my people's cries. Until next time." The video ended, and Dabura started leaving the room, not before speaking at the doorframe. "I would advise you to halt the execution of Kalyan. I'm at my limit, seeing my fellow Simurians weeping."

Dabura left, leaving the two Japanese men standing still in shock. Mino was the one who spoke up first. "Even if we accept the execution of Satoru Gojo, can we even pull it off!? The only feasible solution to coexistence is to attack and kill someone who could go toe-to-toe with Naohiro Zenin and Ryomen Sukuna!" Usami took a deep breath. "What if we do the most obvious solution and do nothing at all?"

Mino took a step back. "What!? Doing nothing is going to get our people killed!" Usami glanced to the side. "Remember what Satoru Gojo said? Naohiro Zenin and Yuji Itadori will jump in if things get rough. If we do either of the two options we have, we would either forfeit our citizens' lives or start a war with one of the strongest Jujutsu sorcerers." He looked at the ceiling. "Maybe the right solution is letting the monsters go at it and start a war."

When the transmission ended, a man listening to the conversation finally spoke up. "Jabaloma, you know as well as I do that the Earthlings aren't going to stop killing the Kalyan!" Jabaloma turned his head toward the Rumel named Cross. "One of the reasons why I sent Dabura was to encourage them to find an acceptable solution. I want to avoid hostility, so I showcased our power. It can backfire, but we have no other option. It's either war, or we be assertive."

Cross clenched his fists. "Marulu has been unconscious for days. We can never have neighbors again. No matter the 'solution', we will only be exploited again. Just like we were by the Deskunte!" He closed his eyes tightly. "Your 'assertion' is going to make them even more likely to take drastic measures. Can't you see that we're going to have to fight for our people!?"

Jabaloma's eyes lowered. "Cross…" He stormed out of the room with a hate-filled face. "I'm going down there. I'll evaluate these 'sorcerers' myself!"

It went unsaid that it would be agonizing for Cross to be near the execution of so many Kalyan, but he felt as if it was his duty to his brother Marulu, who had been one of the people most affected by the Kalyan.

Because their techniques were working in tandem, Cross felt Marulu's current state. He only felt pain and sadness. He promised that he would never have another Dura situation—kindness exploited and abused.

To Cross, the Rumel and Dabura could never be neighbors with anyone…ever again.
