Hiruzen Sarutobi was deep in conversation with the heads of the Iburi and Tsuchigumo clans. Beside him, Orochimaru offered occasional technical insights, his presence adding a layer of clinical authority to the warm atmosphere.

Both the Iburi and the Tsuchigumo were native clans within the Land of Fire. During the founding of Konoha, they had chosen to remain independent, wary of the "Hidden Village" system. Over time, however, that independence had become a cage. Konoha's economic dominance meant fewer mission contracts for independent clans, and the village's high-level protection was a luxury they couldn't afford.

Now, decades later, both clans faced biological crises they couldn't solve alone—situations similar to the Kurama clan's genetic decay.

The Iburi clan possessed the ability to turn their bodies into smoke. It allowed them to bypass physical defenses and destroy enemies from the inside out. However, their bloodline was inherently unstable. Without constant maintenance, a strong gust of wind during transformation could scatter their atoms, resulting in a horrific death.

The Tsuchigumo clan held a forbidden art called "Fury" (Ikari). It allowed them to gather "Natural Energy" from the environment and compress it into a massive, delayed-detonation barrier. But the technique was volatile. Most who tried to master it were consumed by the very energy they tried to lead. Their population was plummeting, and they were desperate for a way to stabilize the art.

In his new role as the "Architect of Konoha," Hiruzen saw these two clans not as burdens, but as the perfect test subjects for his "Konoha Green Card" system—a pathway for outside talent to earn citizenship.

"Sensei, the Iburi issue is manageable," Orochimaru said, his voice smooth. "Hiruko's cellular stabilization research is almost a perfect match for their smoke-state volatility."

"As for the Tsuchigumo's natural energy arrays..." Orochimaru paused, his expression turning thoughtful. "Jiraiya is currently training in Senjutsu (Sage Transformation). The Sages of Mount Myoboku likely have a method to govern that level of environmental intake."

Orochimaru's face darkened slightly.

His dream was to master every jutsu in existence, and Senjutsu was the crown jewel. Orochimaru let out a dry, raspy laugh. "The inheritance laws of Ryuchi Cave are... primitive."

In simple terms: the White Snake Sage bit you. If you survived the influx of natural energy, you were a Sage. If you didn't, you became a snack. It was a binary system that lacked scientific elegance.

"Myoboku's method is supposedly more structured," Orochimaru noted. "But I've been researching a different avenue. I found records of a localized clan near the Land of Waterfall. They are born with the ability to passively absorb natural energy, though it carries a 'Berserker' side effect."

"I have too much on my plate to visit them now. Once we handle the Grass Village operation, I'll look into them."

Orochimaru was referring to Jugo's Clan.

Hiruzen nodded. He had looked into Senjutsu himself in his younger years, but he lacked the innate affinity. However, he wasn't worried. His "System" was bound to the village's growth. "Understood, Sensei."

Hiruzen turned his gaze to the two clan heads.

The Iburi leader felt a surge of awe. He had come here expecting to beg for scraps. Instead, he found the Hokage discussing high-level Sage Arts as if they were common school subjects.

The Tsuchigumo leader felt the same. Natural Energy—the force that was killing his people—was being discussed with a casual confidence that only the world's strongest village could project.

It was the difference between "Elite" and "Everyone Else." It was a masterclass in Diplomatic Posture.

"Gentlemen, my apologies," Hiruzen said, flashing a friendly smile. "We got a bit carried away talking about Lord Hashirama. Let's get back to your future."

"Konoha is a prosperous home, but that prosperity was paid for in blood by our active-duty shinobi. It wouldn't be fair to simply grant full citizenship and benefits to those who haven't served the Leaf."

Orochimaru handed several policy ledgers to the clan heads. As they read the terms, their expressions became a mix of regret and hope.

Why didn't our grandfathers join the Leaf back then? they both wondered. We've wasted fifty years in the dirt.

"I understand your concern," Hiruzen said, his voice warm and fatherly. "But we are all brothers under the Land of Fire's sun. I am willing to offer your clans a chance."

"The Iburi and Tsuchigumo will be resettled in the Northern Forest, near the Lightning border. It's a dense woodland that will act as a natural windbreak for the Iburi, and the village will fund the construction of specialized 'wind-proof' shelters."

"In exchange, you will be formed into the Konoha Reserve Corps. You will use your smoke abilities to act as a secondary sensory line for our Anbu. The village will provide you with mission contracts to sustain your economy, though the village will take a 10% 'Administrative Fee' from your earnings."

"You will be under observation for one year. During this 'Probationary Phase,' you will not receive full social benefits. However, after one year of clean service, you will be granted Permanent Resident status and 40% of the standard shinobi benefits."

"After three years, the top performers will be granted full citizenship and folded into the official Leaf ranks."

The Iburi leader didn't even hesitate. "Lord Hokage, your terms are more than generous! We get a home, we get work, and we get a path to becoming real Leaf Shinobi? The Iburi are yours! Command us, and we shall obey!"

The Tsuchigumo leader, a man of few words, slammed his fist into his palm. "The Tsuchigumo stand with you, Lord Hiruzen!"

Hiruzen nodded, his eyes turning serious. "Good. Remember: Konoha is as warm as a hearth to its family, but as cold as the void to its enemies. I look forward to the day you all earn your full headbands."

"Now, stand. Face the portraits of my predecessors."

The two leaders turned to the wall where Hashirama and Tobirama looked down with stoic majesty.

"Recite the oath. Not to me, but to the Will of Fire."

The ceremony was brief but intense. As Hiruzen personally tied the "Reserve" forehead protectors—marked with a simplified Leaf symbol—around their heads, the two leaders felt a sense of belonging they had never known.

Divide and conquer? Arata thought. No. This is Assimilation. By giving them the status of 'Residents' rather than 'Tools,' I've made their survival dependent on the village's success.

"Since you're here, don't rush off," Hiruzen added with a chuckle. "In a few days, the Academy is hosting an 'Elite Seminar.' It's a bit of a festival for the kids. Stay and watch. It'll give you a chance to see the kind of village your children will be growing up in."

The leaders agreed, though they were privately skeptical. Academy students? How impressive can a group of seven-year-olds be?

They had been raised as "wild grass" in the mountains. They didn't understand that under Hiruzen's "sun," the flowers in the greenhouse were being grown into monsters.
