The third Mizukage stood with two of the seven swordsmen of the mist. They were the two who had gone to Konoha for the Chunin Exams with their apprentices,Juzo Biwa and Fuguki Suikazan.
The third Mizukage, Kenshin Terumi, asked with his eyes closed, "What do you have to report?"
But Juzo and Fuguki knew that he could still see them. The third Mizukage was one of the strongest sensors to be ever born in their village.
"Our genin lost to Konoha genin. Only Kisame made it to the last round of the final exam. He too lost in the end." Juzo said in a straightforward manner.
The Mizukage showed no change in his expression at that news. He simply listened carefully to every detail. "I see. What about the prowess of Konoha genin?"
"Most of them are not anything special. But there were a few remarkable genin. We discovered someone who could use eight inner gates to a surprising mastery. And even without that, the genin defeated Zabuza with just his physical prowess." Juzo said.
"We also discovered a kid with one of his eyes as a byakugan who could mix chakra nature into his gentle fist. Apparently he is from some distant branch family of Hyuga." Juzo continued the report.
This time the third Mizukage showed a reaction. His face turned straight to Juzo. Even with his eyes closed, he knew that the Mizukage was looking at him.
"Interesting. Eliminating him in the coming war would take priority. We cannot let him spread his methods to Hyuga because if all Hyuga start adding chakra nature into their gentle fist, Konoha's strength would rise further. Let's hope that it is the kid that could only due to it whether due to talent or some mutant bloodline." The Mizukage said firmly.
He understood how dangerous it would be if the Hyuga clan gained even stronger techniques. Juzo nodded but he wanted to see what the Mizukage would think when he heard about a much more absurd ability than the one eyed byakugan user.
"And then there is the winner of Chunin Exams. I don't think that anyone in the exam even gave him a challenge besides the eight gates user who was outclassed too easily by this boy." Juzo said.
"His name is Shunsui Kyōraku. His ability... he has a kekkei genkai or some forbidden jutsu. We are not sure yet. But we have managed to figure out that in some way... he can cast jutsus that affect... reality... itself." Juzo said stuttering a little because the idea was hard to explain.
This time Juzo almost felt the Mizukage's eyes opening wide in surprise but the Mizukage seemed to have controlled himself. "Explain." He commanded in a serious tone.
"Our genin fought him in both the second and the third round. Kisame managed to figure out what the boy's abilities were in the final round. The boy can bring children games to reality. And make people follow the rules of the games." Juzo reported what they had learned.
"In the final round he used musical chairs. A music appeared suddenly in the arena that only the fighters could hear. Two glowing circles appeared as safe spots on the ground. When the music played, the three genin had to move toward the circles. If someone did not reach a glowing circle before the music stopped, they would receive an invisible slash on their body. The cuts appeared without any visible blade or attack. This made it very hard to defend against because the fighters could not see the source of the damage." Juzo explained
the game from which Kisame managed to figure out how Shunsui's ability works.
"And then there is the shadow demon game that we manage to figure out... he used it to teleport through shadows." Juzo said while still in disbelief that there was such a Kekkei genkai in existence that could change reality, allow someone to teleport through shadows, attack through means that can't be sensed or seen.
"We have not managed to learn what the other games that he had used in the game were. We have no idea more about them." Juzo said.
It was something Shunsui was relying on. While people knew some of his games, they did not know many of the games from his world and thus they did not know what they were playing and what rules they had. This kept his full power mysterious and hard to prepare against.
He knew that games like Monopoly were something they would never figure out on their own. And while Shunsui had the name and powers of a bleach character, unlike them, he was not going to reveal his abilities to his enemies.
Juzo added,"Other things to note about the boy is his massive chakra reserves and Kenjutsu prowess that matched Mangetsu and maybe even outclassing him."
"I see. He is a wildcard that we would also have to eliminate soon." Mizukage said thoughtfully.
"Are we declaring war on Konoha then?" Fuguki asked. "Not yet. Let them think we are still neutral. We will strike some of their forces soon when they are most unprepared and then they would automatically find out that we have declared war on them. Now dismissed." The two jonin bowed and left the room quietly.
The Mizukage then opened his eyes. We will declare war after we are done striking them. His eyes finally opened and there was the red glow in them. The red pattern spun slowly as he looked into the distance with a calculating expression.
