Vegapunk originally wanted to name Pakura's Kekkei Tota 'Radiation Release.' Unfortunately, the name was far too technical and lacked aesthetic appeal, so Pakura ultimately rejected it and named it Light Release instead.
However, this Ninjutsu is completely inconsistent with its name. While the name 'Light Release' for a Kekkei Tota sounds righteous and open, it is actually the most sinister and vicious of all Ninjutsu, specializing specifically in biological lethality.
As long as one is even slightly brushed by this Ninjutsu, even if they manage to defend against it for a moment, they will eventually be tortured to death by endless sequelae afterward.
It could be said that unless someone develops some kind of Lead Release, this Light Release Kekkei Tota is a terrifying Ninjutsu that can only be dodged and never blocked, much like Ōnoki's Dust Release Kekkei Tota.
Furthermore, this Kekkei Tota Ninjutsu is highly deceptive. On the surface, the lethal light beams can actually be intercepted. If many Ninjas believe that blocking the light beam means they've blocked the Ninjutsu, they will ultimately die a miserable death.
Pakura's Kekkei Tota can be described as a 'first-encounter kill' level ultimate move in addition to its inherent lethality. Before intelligence on it leaks, even a Beyond-Kage level Ninja could be taken out by a wave of invisible and intangible radiation.
Fortunately, the radiation of the Light Release is ultimately simulated by Chakra, so there is no radiation contamination, and there's no need to worry about the battlefield becoming a barren wasteland for decades after a fight. Otherwise, Pakura's teammates would likely suffer whenever she fought in the future.
The development of Pakura's Kekkei Tota followed Vegapunk's calculations almost perfectly. This also proved that Vegapunk's calculations regarding the fusion of Chakra natures were not incorrect, at least not in the basic theoretical parts.
If one day Vegapunk could fully analyze and understand the fusion methods of all seven Chakra attributes—instead of knowing the 'how' but not the 'why' like the Ōtsutsuki Clan, who rely entirely on bloodlines—then as long as his Chakra control was sufficient, he could not only synthesize Kekkei Mōra but also freely perform any Kekkei Ninjutsu that Chakra is theoretically capable of.
In other words, a series of Ninjutsu including Flying Thunder God, Kamui, Kotoamatsukami, Rinne Rebirth, Dust Release, and the Spirit Transformation Technique would be things Vegapunk could learn at a single glance.
In reality, the Kekkei Mōra of the Ōtsutsuki Clan isn't necessarily stronger in effect than the top-tier Ninjutsu developed in the Ninja World; it only displays overwhelming power because its fundamental essence is incredibly high.
But if the essence were equal, the various Ninjutsu developed by Ninjas would definitely have the potential to surpass the Ōtsutsuki.
Such things are still far off. Even with the boost from the Quantum chip, there's no telling how long it will take for Vegapunk to fuse all seven attributes of Chakra. Even the Ōtsutsuki Clan themselves have no real experience with this process.
They all obtained their Kekkei Tota purely by eating fruit. In the terms of xianxia novels, they are all 'pill-pushers' who reached their level through drugs; their physical essence meets the standard, but their actual strength and cultivation realm are a total mess... Half a year passed in the blink of an eye, and Vegapunk's weather tower was finally completed today.
The weather tower stands two to three hundred meters tall, making it the tallest building in the Land of Wind. However, its underground foundation extends to a depth more than ten times its height. The entire tower's base passes through an underground lake and eventually enters a high-temperature magma layer, using this geothermal heat to power the experiments of the entire weather tower.

On the third basement level of the weather tower, there were no laboratories or training grounds, only five rooms.
The five doors were inscribed with the large characters for Water, Fire, Earth, Wind, and Lightning. If one opened the doors, they would find that most of the space inside each room was occupied by what appeared to be an empty circular pool, with various sealing runes carved inside.
"Next, we just need those Sand Ninja to fill the five Chakra energy pools. Can that be done?"
Hearing Vegapunk's question, Pakura frowned slightly. "The Wind, Fire, and Earth pools are easy to fill. Lightning isn't much of a problem either..."
"So, you have no way to fill the Water attribute Chakra energy pool?"

The energy pool was an inspiration Vegapunk gained from the Sand Ninja's method of manufacturing Chakra cores, which are the most central technology for the Sand Ninja to control puppets.
A Sand Ninja's puppet only needs a single Chakra thread to be controlled because this Chakra core conducts Chakra to every part of the entire puppet. This is also the most important part concerning the quality of a puppet.
In terms of the technology for manufacturing Chakra cores, the number one expert was Sasori of the Red Sand, who has now become a rogue Ninja. During his long-term research on Chakra cores, this exceptionally talented and rebellious Ninja developed a wild idea: the concept of turning a human into a Chakra core.
Original Chakra cores were only auxiliary functions, using the hearts of animals that possessed Chakra. While they provided a power source, they lacked intelligence; therefore, Chakra threads had to be used to control them and issue commands.
Sasori took this a step further, creating Human Puppets and eventually even preserving his own complete intelligence within a Chakra core, transforming himself into a puppet. He can be called the most mad scientist in the entire Naruto World, second only to Orochimaru.
However, the technology of Human Puppets seemed like nothing special to Vegapunk. The most important part was actually the concept of the Chakra core. Through modification, Vegapunk proliferated the flesh and blood of numerous Chakra creatures to create giant hearts, giving them the function of producing massive amounts of Chakra and constructing a Chakra cycle.
Once Chakra is initially input to start the cycle, the five Chakra energy rooms will interconnect and circulate endlessly. For at least the dozen or so years before the Chakra hearts begin to decay, these five energy rooms will be equivalent to an infinite power source.
As for a dozen years later, Vegapunk would likely have found a better alternative energy source, or simply fully researched the mysteries of Chakra conversion, enabling him to directly convert solar, wind, and other energies into Chakra.
Although the power of Chakra energy cannot compare to nuclear energy, it is second to none in terms of versatility. If one were to use something like nuclear energy to influence the climate of the entire Land of Wind, they would at least need to apply a quantum-level computer. In contrast, with Chakra energy, a single supercomputer can achieve such a feat.
