The reason is simple: Hidden Sand is in the middle of a Ninja war with Kirigakure.
Frankly, Kirigakure started it; thanks to its geography, no one ever declares war on it—it's always the one raiding others.
At first Kirigakure followed a continental-balance policy: whichever village grew strongest, they attacked, to keep any one power from dominating.
But the policy twisted, and with Obito stirring trouble, Kirigakure's role in the Ninja World War became little more than banditry—grab and run.
Kumogakure is martial to the core, has a secret base on Turtle Island, and sits on a plateau, giving it every high-ground advantage; the Mist Ninja can't touch it.
The Land of Fire is rich, so early raids paid off—until Konoha hit back hard and turned the Seven Ninja Swordsmen of the Mist into the Lucky Trio. After that, Kirigakure gave Konoha a wide berth.
The Land of Wind is poor desert, but still a major country. Its prosperous towns line the coast, making it a frequent target for Mist raids.
The two sides have clashed ever since the Third Ninja World War ended; what began as resource disputes became routine once Obito took control of Kirigakure.
It became a bleeding wound neither village could heal; Obito never cared about Mist losses, and only the Fourth Kazekage tore his hair out over it.
After Sea Ninja Village was founded, its leaders favored peace—until Hidden Sand blinked first, offering their war-hero Pakura as tribute. That only whetted Sea Ninja appetites.
As the sole remaining hotspot, the border became Vegapunk's testing ground; even unstable prototypes, backed by his tech, left Hidden Sand humiliated.
Hidden Sand alone has felt how terrifyingly fast the former Kirigakure has grown under its new banner.
The price: coastal cities razed, the Wind daimyo cursing the Fourth Kazekage, and an ugly 5-to-1 casualty ratio. No wonder Hidden Sand rages—its old rival's leap in strength feels downright inhuman.
Lately the enemy's rank-and-file have surged, bizarre weapons appear, and even Bloodline Limit users multiply.
On the blood-soaked field, Pakura wiped sweat from her brow and stared grimly at her foe. "So the Kaguya Clan walks the battlefield again. I thought you hated Kirigakure—yet here you are, every last clansman, fighting for the Mizukage?"
Facing her, a man with a bone longsword and a manic grin cocked his head. "Why not? As long as there's a fight."
"Especially against you desert rats! Hahahaha—Camellia Dance!"
Facing Shikotsumyaku, even Pakura hesitated. She was confident she could beat the clan head—yet he was not alone.
More than thirty Kaguya who had awakened Shikotsumyaku were carving through the lines.
An all-purpose bloodline with fearsome regeneration, Shikotsumyaku rivals the three-tomoe Sharingan and surpasses it in open battle.
But its awakening rate is abysmal; thirty users imply a thousand ordinary Kaguya Ninja—yet the whole clan barely numbers two hundred.
No—Pakura suspected the truth. If she was right, it explained both the clan's entry and the recent flood of bloodline users.
The thought flickered for only a moment, yet it drowned her in despair.
"Distracted while fighting me, woman?"
With a roar the Kaguya head fired finger bullets; Pakura dodged and hurled a searing orb that charred his bone shield and withered his arm.
Impressive—Scorch Release! Had this been a duel, I'd lose. But this is war!"
While they fought, Shikotsumyaku Ninja shredded Hidden Sand's front. Each wielded at least Jonin strength; the best ranked Elite Jonin.
Thirty-plus Jonin and Elite Jonin—only at a Ninja World War's climax would any village field a third of its high command in one place.
