Sarutobi Biwako was strict at work, she also cared for her team. She liked the talent that Hoshino Chisaku showed.
She worried that Chisaku felt bad about his plan being sidelined. She thought he might feel upset because the leaders paused aside his idea. So she spoke to him to make him feel better.
"Your idea is good. It is a smart plan. The Third Hokage likes it a lot," Biwako said. "The world is not stable right now. We cannot start the plan yet. But we will do it later. Tell me your thoughts. I will tell them to the Third Hokage."
Chisaku thought for a moment. He looked at her and spoke with a serious face.
"Biwako-sensei, I made this plan for peace," Chisaku said.
"Peace?" Biwako and Tsunade both felt surprised.
Tsunade looked at him. She thought he was a brat for talking about such a big topic. Chisaku spoke about peace because Tsunade was in the room.
He knew the Third Hokage liked the "Will of Fire." He also knew Tsunade cared about the future of the village. He kept speaking.
"Ninjas take missions to earn money. This is how we live," Chisaku said. "But this model needs chaos. It needs a world with problems."
Chisaku was a transmigrator. He knew the future of the Naruto story. He knew how the world worked. The two women did not stop him. His words were easy to understand. He was very blunt.
"Chaos creates missions. Missions bring money to ninjas. If the world has peace, missions go away. Ninja villages might start wars to get more work. Wars create more missions. True peace makes ninjas lose their value."
Chisaku pointed out the dark side of being a ninja. The need for money is the root of the chaos. Ninjas use Chakra and Ninjutsu to destroy things. A strong ninja can destroy years of work in one second. Ordinary people build things, and ninjas break them. Then ninjas take money from those same people. It is a strange cycle.
"I think ninjas should do more than just fight. Chakra can create value. We can use Jutsu for life, not just death. We can improve food, clothes, and homes. This will make money for the village. My plan for the hospital is a start. It uses medical skill to help ordinary people. It changes how ninjas survive."
Biwako and Tsunade sat in silence. They did not expect this from a young man. They thought his plan was just for a hospital. Now they saw it was about the whole world.
Chisaku used ideas from the Sage of the Six Paths. He also used ideas from his past life. He believed that work and tools move the world forward. Chakra is a great power. Using it only for war is a waste. Ninjas should protect peace and growth. They should not use protection as an excuse to destroy things.
Tsunade stared at Chisaku. She saw the face of her old lover, Kato Dan. She remembered Dan's words from years ago. Dan wanted to protect everyone. He wanted to end the war.
He loved the village and his friends. He wanted to become the Hokage to fulfill his dreams.
Memories filled Tsunade's heart. She felt a deep sadness.
"Dan..." Tsunade said in a soft voice.
Tears fell down her face. The room was very quiet. Chisaku looked at her. He wondered if his speech was too strong. Tsunade moved fast. She wiped her tears. She gave Chisaku a look. She did not like that she lost control in front of him.
Chisaku looked back at Biwako. He acted like he saw nothing. Biwako also acted like nothing happened. She cleared her throat to speak.
"You are young, but you think deeply. I will tell the Hokage what you said," Biwako said. "Peace is a hard task. We must focus on our work first. Here is the paper from the Hokage. Go to the Academy. Find Sarutobi Daio. He will help you pick the students."
"Yes, Teacher Biwako," Chisaku said. He took the paper with both hands.
He turned to Tsunade before he left. "Do you have any orders, Lady Tsunade?"
"Strength is the most important thing for a ninja," Tsunade said. Her voice was sharp. "Do not spend your time on dreams. Go do your work. Tell me when you are ready. I will be at the hospital. What a pain."
She stretched her arms. Chisaku left the office. He could not stop thinking about Tsunade's 'assets'. He did not know that she thought he was a perverted brat, his shifting eyes were discovered. He went back to his room and opened his system.

"Talking is not enough to start this mission," Chisaku said to himself.
He gave that speech to test the system. He also wanted to impress Tsunade and the Hokage.
He knew the Hokage would find him interesting. Hiruzen Sarutobi liked young people with big minds. He once said the same thing about Itachi Uchiha.
Chisaku did not believe every word he said. He only believed half of it. He just wanted to grow strong and stay safe.
