If they still couldn't produce results, he would recommend shutting the project down and reallocating personnel.
Those unused Sharingan would then become Tamura Hao's reward.
Entirely justified.
After all, the highest-grade eyes stored here were only Three-Tomoe Sharingan—nothing compared to Madara's legendary eyes.
For high-level shinobi, they were useless.
For lower-ranked ninja, the chakra drain was unbearable.
