Chapter 51 Legislation
To be honest, Uchiha Touhuan was completely stunned when he learned that the Security Department possessed legislative power.
Having both legislative and law enforcement powers, plus its own armed forces, the Uchiha clan's fate in the original timeline was truly astounding.

Uchiha Touhuan, sitting at his desk, reviewed the draft submitted by Shisui, nodded in satisfaction, and looked up at Shisui, who was sitting across from him with an expectant expression. He said, "Well done, Shisui. You put in the effort."
"It's all for the Will of Fire," Shisui replied with a smile, seeing that Uchiha Touhuan seemed quite pleased with his efforts over the past two days.
"But don't you think the punishment is a bit too lenient?" Uchiha Touhuan pointed to the punishment on the desk—a fine plus a verbal warning.
"Touhuan, they're just ordinary villagers. Isn't this punishment already quite severe?" Shisui asked, somewhat puzzled.
"Shisui, it seems you still haven't understood what I mean," Uchiha Touhuan said. "Before I explain, take a look at this."
Uchiha Touhuan stood up, took a document labeled "Security Level A" from the filing cabinet behind him, and handed it to Shisui.
"This...isn't this inappropriate?" Shisui hesitated, looking at the "Security Level A" label.
"Just look at it. I trust you, who also possess the Will of Fire, won't casually reveal these secrets," Uchiha Touhuan said.
"Alright," Shisui nodded reluctantly and opened the document.
Inside was the truth about the White Fang incident, extracted from the mouths of several high-ranking members of the Shimura clan.
"This...this...this..." The bloody truth left Shisui utterly shocked. He had heard about the recent "Will of Fire" study session and learned about White Fang, the village hero, but he never imagined that so much filth was hidden behind this hero's death.
"Is the focus of this legislation to punish those villagers? No! What we're doing is upholding the honor of heroes! Imagine, if heroes who have rendered great service to the village can be wantonly slandered, who will still believe in the glory of the Will of Fire!" Uchiha Touhuan looked into Shisui's eyes and said solemnly, "The events of White Fang's past must never be repeated! This is my Will of Fire!"
"I understand." Shisui sighed and put down the documents.
"You've done very well. Leave the rest to me." Only then did Uchiha Touhuan speak.
After spending time together, Uchiha Touhuan had figured out Shisui's personality. This guy was still as innocent and adorable as ever. However, Uchiha Touhuan also discovered that this guy was not so much brainwashed by Hiruzen Sarutobi, but rather by the Will of Fire. This saved Uchiha Touhuan a lot of brain cells. After all, it doesn't matter who uses the Will of Fire. As long as the Uchiha showed more of the Will of Fire than Hiruzen Sarutobi, Shisui would naturally stand on the side of the clan.
Shisui left somewhat dejectedly, while Uchiha Touhuan picked up the draft on the table and began revising it.
After finishing, Uchiha Touhuan summoned Uchiha Inaho and instructed him to prepare to post the announcement throughout the village.
In the latest version of the law, Uchiha Touhuan detailed the penalties.
Those involved in spreading rumors, if the offense was minor, would be fined and given a verbal warning. Those involved in spreading
rumors that slandered village heroes, and whose actions were serious, would be detained for 7 days to a month.
Those found to be the source of the rumors would be sentenced to up to six months in prison.
Uchiha Touhuan then took this legal document to the Hokage's office.
After all, Hiruzen Sarutobi was still the village's de facto leader, and even though Tobirama Senju had granted the Uchiha clan the power to legislate, Uchiha Touhuan had to ensure Hiruzen knew about this matter, both morally and logically.
Uchiha Touhuan arrived at the Hokage Building and, after reporting his purpose, was made to wait a short while before being summoned to the Hokage's office by Hiruzen Sarutobi.
Upon entering, Uchiha Touhuan immediately saw Nara Shikaku, the Hokage's assistant, standing beside Hiruzen Sarutobi, and chuckled inwardly.
It seemed that with the intimidating presence of Kotoamatsukami, this old fellow truly dared not meet Uchiha Touhuan one-on-one; every time he met with Uchiha Touhuan, at least one other person was always present.
However, this was exactly what Uchiha Touhuan wanted. He placed the new legal text before Hiruzen Sarutobi, then bowed and said, "Third Hokage, there have been many rumors circulating in the village recently. To curb this unhealthy trend, the Security Department plans to enact a law on this matter. Please review it, Hokage." As
soon as Uchiha Touhuan finished speaking, Hiruzen Sarutobi and Shikaku Nara, who was standing beside him, exchanged a sharp glance. Shikaku lowered his head and remained silent, while Hiruzen Sarutobi picked up the law presented by Uchiha Touhuan and began to read it.
After a long silence, Hiruzen Sarutobi lit his pipe, took a deep drag, exhaled a puff of smoke, and slowly spoke, "Touhuan, isn't this punishment a bit too harsh?"
"Harsh? I don't think so," Uchiha Touhuan said righteously. "If just anyone can wantonly slander the heroes who risked their lives for the village, then what is the Will of Fire? Where the leaves dance, the fire will continue to burn, its light will continue to illuminate the village, and allow new leaves to sprout. But if we can't even guarantee the honor of the heroes who were willing to burn themselves out for the village, then in the future, who will be willing to burn themselves for the new green leaves?"
After Uchiha Touhuan finished speaking, Nara Shikaku silently took two steps back, lowering his head.
Even though he was now the Hokage's assistant, the Will of Fire was a slippery slope that an ordinary ninja clan leader like him couldn't even touch.
