Konoha's Third Hokage, Hiruzen Sarutobi, upon receiving news of the great victory at Kikyō Mountain and the Sand's surrender, led Konoha's entire high command to the city at once. With him came his senior Advisors Homura Mitokado and Utatane Koharu, as well as Danzō Shimura—who had lurked in the shadows and played a dubious yet pivotal role in the war. Nearly every pillar of Konoha's power was now present, underscoring how vital these talks were.
Across the table sat the defeated envoys of Hidden Sand Village: the Fourth Kazekage, Rasa, pale but forcing himself to stay composed, and beside him the elder Chiyo and Ebizō, their eyes a mix of bitterness and exhaustion. Inside a hastily fortified conference room, the two sides faced each other, the atmosphere so heavy it felt ready to drip.
The negotiations proved grueling and humiliating. For days they clashed over responsibility for the defeat, war reparations, territorial claims, and future relations.
Konoha held absolute initiative. Danzō was the hardest liner, pushing ruinous terms meant to cripple Sunagakure and reduce the Land of Wind to a vassal. Mitokado and Koharu were more pragmatic, focusing on tangible gains and security. Hiruzen, outwardly espousing the "Will of Fire," yielded nothing on core Village interests; his gentleness was merely condescension.
Sunagakure had no room to bargain. Every word Rasa spoke felt like swallowing a white-hot iron. He had to salvage what little strength and dignity he could while admitting defeat. Chiyo and Ebizō used decades of diplomatic craft to contest minor clauses, whittling losses where possible.
At last, after days of torment and countless clashes, a treaty sealing Hidden Sand Village's fate was hammered out. Its main clauses—three iron shackles—were fastened around the Village's neck.
1. Alliance: Konoha and Suna would form an immediate "military alliance." In name equal, the fine print required Suna to coordinate all major diplomatic and military moves with Konoha, cementing Konoha's dominance and reducing Suna to a subordinate. A total strategic defeat.
2. Territory and Garrisons: Suna must withdraw every soldier from the Land of Rivers at once. Konoha would take over all garrison rights and mission contracts there. Suna lost both its launching pad against the Land of Fire and a lucrative mission market, while Konoha's armies could now camp on Wind Country's doorstep.
3. Reparations and Mission Share: Suna must pay an astronomical indemnity for the war's cost, in installments stretching over years—enough to hollow out its already strained coffers. In addition, a hefty portion of Suna's future high-ranked missions must be "transferred" to Konoha at rock-bottom prices, forcing Suna to toil as Konoha's cash cow for years to come.
Each clause was a blade twisting in Rasa and the elders' hearts, but they had no choice. Refuse, and the surrender at Kikyō would be meaningless—Konoha's legions could march on Suna itself. Accept, and the Village kept a bare pulse, a chance to breathe.
When Rasa at last pressed his name onto the thick scroll and stamped it with the Kazekage seal, it was as if every ounce of strength left him; his very light dimmed.
The treaty was done, and word spread quickly.
Under guard at the foot of Kikyō Castle, Suna ninja heard the details and sank into an even deeper, quieter despair.
In the camp at Land of Rivers, Sayo—held like a prisoner while tending the wounded—heard the news from a Konoha Shinobi and fell silent. He fingered the unremarkable "watch" on his wrist and, through the tent flap, gazed toward Wind Country.
The war had ended in the cruelest, most humiliating way, yet Suna's ordeal might only be beginning. This treaty signed beneath the walls closed the book on the Third Great Ninja War—and planted new seeds for the Ninja World's next upheaval.
