Everyone's Domain is unique, and within the Domain, the caster can also use Cursed Energy perception to lock onto the technique's target, achieving an effect of guaranteed hit.

Naruto cannot use Domain Expansion, and it would probably take him some time to learn it. Therefore, Yuki Tsukumo was eager to teach him how to deal with Domain Expansion.
