Someone transmigrates to Naruto with a gta loadout system thing
They could have hella weapons from laser cannons to crowbars and when they are injured they could take cover and heal from food they carry on them.
As for dealing with chakra defense stuff the character could infuse ammo with chakra to amplify piercing damage or to make bigger explosions with rpgs or grenades or they could add a affinity to the guns to have elemental damage like lightning or fire.
They could earn the weapons by increasing their chakra, ninja rank, or by completing certain rank missions.
vehicles could count as weapons but they might not be very versatile as they might have limited mobility as they can't really be driven in a forest. There are some flying vehicles so there's that.
