Chapter 54: The Treaty of Final War and Reparations
The rising sun cast its pale light across the jagged ridgelines of the Land of Lightning, yet it did nothing to dispel the suffocating tension that hung over the border.
With his hands clasped behind his back, Senju Morin stood gazing at the fortress ahead—an imposing bastion built into the mountains themselves.
To launch a full-scale assault on such a stronghold would be meaningless. Unless the Third Raikage, A, could be slain here and now, it would amount to nothing more than needless losses for Konoha.
As for seizing the opportunity to completely annihilate Kumogakure—that was even more unrealistic.
Compared to such fantasies, forcing Kumogakure to bleed through massive reparations was far more practical.
After a brief, symbolic offensive, Kumogakure—almost desperately—proposed peace talks. Morin accepted without hesitation.
After all, for every additional minute the Third Raikage was pinned at the front, the Eight-Tails would have one more minute to rampage through Kumogakure itself.
Aside from issues touching on core principles, no matter how excessive Konoha's demands might be, Kumogakure could only grit its teeth and accept them.
The negotiations were held in a hastily erected tent.
For the Kumogakure delegation, this alone was a bitter humiliation—because the site still lay within the borders of the Land of Lightning. Signing a ceasefire here was nothing short of a textbook treaty under the city walls.
Inside the tent, the atmosphere was stiflingly heavy.
On Konoha's side, Advisor Nara Shikatsune sat calmly at the head of the table.
He was not wearing the standard jōnin flak jacket today, but instead a dark set of civilian robes. Only the Leaf forehead protector on his brow and the flame motifs embroidered at his cuffs marked his status as a Hokage advisor.
His expression was serene, hands folded naturally atop the table—as if this were not a negotiation deciding the fate of two great nations, but a routine clan meeting.
Opposite him sat Dodai, senior jōnin of Kumogakure.
The most trusted aide of the Third Raikage now wore a deeply furrowed brow. His tightly drawn features betrayed exhaustion and barely concealed anxiety. Beneath the table, his hands alternated between clenching and loosening, his fingers unconsciously tapping against his knee.
"Lord Dodai,"
Shikatsune spoke first, his tone even, breaking the suffocating silence.
"According to the Hokage's will, and based on the fundamental principles both sides are obliged to respect, this is Konoha's draft of the Treaty of Final War and Reparations. Please review it."
As he spoke, Shikatsune slid an unfurled scroll across the table.
Dodai inhaled deeply before taking it.
As his eyes traced line after line of text, his breathing grew heavier. His complexion shifted from pale, to ashen, and finally flushed red—so much so that he nearly lost control of his expression.
The weight of every word pressed down upon him like a mountain.
Dodai suddenly looked up, his voice trembling as he struggled to suppress his fury:
"Advisor Shikatsune! This—these three public apologies—such humiliating wording, placing all responsibility squarely on Kumogakure! And then this—two billion ryō, plus the surrender of mission shares across three nations!"
"Is Konoha truly determined to make Kumogakure its sworn enemy?!"
The treaty had been personally drafted by Nara Shikatsune and submitted to Senju Morin for review prior to the negotiations.
Its contents were as follows:
First, Kumogakure must issue formal diplomatic letters to all nations of the shinobi world, publicly apologizing for its failure to properly restrain its own ninja—Kinkaku and Ginkaku—whose defection and subsequent assassination of the Second Hokage constituted an unforgivable crime.
Second, Kumogakure must publicly apologize for its negligent custodianship of the Six Paths Treasured Tools, which allowed those tools to be stolen by traitors and used to endanger the shinobi world, and must formally acknowledge that four of the Six Paths artifacts would henceforth belong to Konoha.
Third, Kumogakure must publicly apologize for unilaterally launching a war and undermining peace across the shinobi world—and, based on the above misconduct, voluntarily provide the following compensation to Konoha:
The total value of compensation would amount to two billion ryō, of which 1.3 billion ryō would be paid in direct monetary reparations.
This included:
300 million ryō to be paid immediately;
125 million ryō per year, paid annually over the following eight years, as continued reparations.
The remaining 700 million ryō could be offset through non-monetary means—but only in the form of chakra-conductive metals, rare minerals produced by Kumogakure, and proprietary Kumogakure ninjutsu, kenjutsu, or taijutsu manuals.
Of this portion, assets worth 100 million ryō were to be delivered immediately, with the remainder likewise paid in installments.
In addition, Kumogakure was required to completely relinquish all mission rights in the Land of Hot Water, and cede fifty percent of its existing mission shares in both the Land of Frost and the Land of Fields.
After hearing Dodai's outburst, Shikatsune leaned forward slightly, his gaze sharpening.
"Lord Dodai," he said calmly, "mind your words."
"An apology exists to clarify responsibility and to serve as a warning to future generations. Kinkaku and Ginkaku were born of Kumogakure. The assassination of our Second Hokage is an established fact. Kumogakure crossing the border first and initiating this war is likewise an established fact."
"Konoha is merely demanding the truth. That is not excessive."
His tone remained even, yet carried unquestionable authority.
"As for the compensation—two billion ryō is the result of meticulous accounting of wartime losses."
"This includes pensions for fallen ninja, consumed supplies, destroyed border infrastructure, and—most importantly—the damage done to Konoha's reputation and projected mission revenue for the coming years."
"Every item is supported by documentation. Should your side wish to dispute the figures, we can provide the detailed accounts. However…"
His words paused briefly before turning sharper.
"That would, of course, require more time to verify."
Those two words—more time—struck Dodai like a senbon driven straight into his most fragile nerve.
He could almost see it: the village in ruins beneath the Eight-Tails' rampage, the Raikage holding the front line by sheer force of will while desperation gnawed at him every passing second.
Time was the one thing Kumogakure no longer possessed.
"There's no need to review the accounts!"
Dodai nearly roared, forcing himself not to slam the table as he shouted in anger:
"But two billion ryō—on top of future mission shares—is utterly impossible! Even if we emptied Kumogakure to the foundations, we couldn't produce that sum!"
"Oh?"
Shikatsune raised an eyebrow slightly, though inwardly he sneered.
He knew Kumogakure's finances far too well to be fooled by such protestations. As a Hokage advisor with real authority, he was fully aware of Konoha's annual revenues—and while Kumogakure earned somewhat less, it still amounted to at least eighty or ninety percent of Konoha's income.
In other words, the moment he drafted this compensation figure, he already knew Kumogakure could afford it.
Shikatsune paused in apparent contemplation—pure theater, as he had no intention of yielding—and then continued in a solemn voice:
"The Land of Fire is a nation that values peace. Konoha has no fondness for war."
"It is precisely because we took Kumogakure's practical difficulties into consideration that this treaty demonstrates such generosity."
"We allow 700 million ryō to be offset through materials and rights—your nation's chakra-conductive metals, rare minerals, even ninjutsu and taijutsu scrolls of sufficient value."
"Is this not, in itself, proof of Konoha's goodwill?"
