Chapter 51 - Annual Village Council

The Hokage's meeting room was arranged with the precision of a board set before the first move. Nothing urgent. Nothing inflamed. Just the beginning of another year — reports, adjustments, projections.

Hiruzen sat at the center, pipe lit, eyes attentive.

Koharu began.

— Academy enrollment has increased. We'll need to open two additional classes. The structure is sufficient, but the budget must be revised.

Homura adjusted his glasses.

— Civil works in the eastern district are complete. The river-adjacent crops were stable. There is no immediate civil deficit.

Hiruzen gave a small nod.

— The hospital.

Biwako did not consult any scrolls.

— It remains understaffed. — Her voice was not loud, but it carried weight. — Since Tsunade-sama began wandering, we lost our foremost medical reference. Training slowed. Specialization as well. — She placed her hands on the table. — High-risk missions have not decreased. If military tension escalates, we have no margin.

The Nara representative spoke calmly.

— Herb and medicine production remains stable. — He inclined his head slightly toward Biwako. — However, we depend on external ingredients for more complex compounds. Any disruption in trade routes will affect the hospital first.

The Akimichi representative shifted in his seat.

— And those routes are more expensive. — He looked at Hiruzen. — The Fire Country nobles have increased taxes on transport and goods. The fees are complicating transactions and reducing margins. Smaller merchants are already feeling the strain.

Homura frowned.

— We have initiated dialogue with civil representatives.

— Dialogue does not reduce taxes, — the Akimichi replied.

Chourou Hyuuga spoke with contained firmness.

— Internal surveillance remains under control. The Byakugan provides broad coverage of the village. No internal threats identified.

The Uchiha leader kept his voice steady.

— The police force recorded incidents consistent with population growth. Nothing outside expected patterns.

Koharu raised her eyes.

— Complaints regarding stricter approaches have increased.

— Order requires presence, — the Uchiha answered.

The air grew subtly heavier.

Hiruzen intervened without raising his tone.

— Presence and trust must walk together.

The Yamanaka leader unrolled a scroll.

— Attempts at espionage have been recorded. Spies exist in every village. That is expected. What concerns us is frequency. It is above the usual statistical pattern. The behavior suggests coordination.

The ANBU captain spoke briefly.

— Two infiltrations neutralized. No losses.

Danzo remained still before speaking.

— Increased frequency indicates preparation.

The Nara leader responded evenly.

— It also indicates testing of response.

Hiruzen interlaced his fingers before his face.

— Intensify counterintelligence. Without alarm.

He added:

— I will request Jiraiya to expand external intelligence gathering. His reach exceeds most. We need to know what moves beyond our borders before it reaches our gates.

The Akimichi gave a low grunt.

— If conflict comes, trade suffers.

Biwako followed:

— The hospital collapses.

Chourou stated:

— Surveillance will be strengthened.

The Uchiha said:

— The police are prepared.

Danzo inclined his head slightly.

— Preparation is not enough. Anticipation defines survival.

Hiruzen exhaled smoke slowly.

— Acting too early creates enemies. Acting too late creates tragedies. — His gaze moved around the table. — We will strengthen the hospital. Negotiate with the nobles. Reinforce intelligence. Maintain vigilance. But we will not march to war over shadows.

The silence that followed was not disagreement.

It was calculation.

Scrolls were gathered. Chairs slid across polished wood.

Outside, children walked toward the Academy. Merchants opened their shops. Shinobi departed on routine missions.

The village looked unchanged.

But the pieces had shifted.

And everyone in that room understood that stability, in uncertain times, is merely the space between moves.
