Chapter 41 - Chapter 41 : NEW HORIZONS

Two weeks of consolidation.

The vampire abilities integrated gradually—new senses emerging, familiar ones enhancing, the subtle shift in consciousness that came with absorbing another predator's essence. I could feel the hypnotic potential now, the ability to influence human minds that Malcolm had honed over centuries.

I hadn't used it yet. The temptation existed, but so did caution. New abilities required understanding before deployment.

The council meeting convened in the Haven's main chamber—twelve representatives from five species, gathered around the table I'd commissioned from Edgar's ghouls. Professional furniture for professional discussions.

"Population report," Jenny began. Her role as de facto second-in-command had crystallized over recent months. "Twenty-five confirmed members, plus Malik's tribe operating independently at the resort. No casualties since the Decker incident."

The Decker incident. Four months ago, I'd executed a traitor in these same tunnels. Now we discussed population management like any functioning organization.

"Resource status?" I asked.

Edgar's dead eyes consulted notes he didn't need—theatrical precision that suited his nature. "Treasury stands at approximately thirty-four hundred dollars. Property assets remain stable. Operational costs are sustainable but not scalable."

"Meaning?"

"We're spending faster than we're earning. The current coalition can maintain itself. Expansion would require additional revenue streams."

The problem I'd anticipated. Building a supernatural nation required more than predator instincts—it required economic foundation. Monsters needed shelter, transportation, communication infrastructure. All of that cost money.

"Expansion targets," I said, shifting the discussion. "The System has identified three priority regions."

The map on the wall—hand-drawn, carefully maintained—showed the western United States with our territory marked in red and potential expansion zones in blue.

"Pacific Northwest. Vampire territory, weak leadership since Catherine consolidated her power base. Opportunity for coalition presence."

"Risk?" Cole asked. The werewolf had grown more comfortable contributing to strategic discussions.

"Moderate. We'd be operating in supernatural territory with established customs. Integration would require diplomatic effort."

"Southwest," I continued. "Isolated werewolf packs, minimal coordination, vulnerable to hunter pressure. Potential for absorption into coalition structure."

Jenny nodded slowly. "I know some of those packs. Scattered when the old alliances collapsed. They might be receptive."

"And Colorado." I tapped the final zone. "Neutral ground. No established supernatural governance. Fewer complications, but also fewer resources to acquire."

The council absorbed the options. Ruth—quiet as always, but increasingly confident in leadership spaces—spoke first.

"Colorado makes sense for initial expansion. Build presence without immediate conflict."

"Agreed," Edgar said. "The other regions involve politics we're not prepared to navigate."

The vote was informal but unanimous. Colorado would be the first expansion target.

Someone had brought donuts to the meeting. Monsters eating donuts while discussing territorial expansion—the absurdity registered without disrupting the proceedings. I took a chocolate one during a brief recess, letting the sugar provide temporary energy for the remaining agenda items.

"There's still the resource problem," Jenny noted when we reconvened. "Colorado expansion requires safe houses, transportation, cover identities. All of that costs money."

"Any proposals?"

Margaret Renfield—Edgar's wife, increasingly active in coalition administration—raised her hand. "We've discussed this among the family. There's an established supernatural economy most monsters don't engage with. Artifact trade."

"Explain."

"Cursed objects. Powerful relics. Things that humans collect but don't understand." Margaret's dead features arranged themselves into something approximating enthusiasm. "Hunters and collectors pay significant prices for authenticated supernatural items. Monsters who acquire such things typically destroy them or hoard them. We could broker instead."

The idea had merit. The supernatural world generated artifacts constantly—objects imbued with power through ritual, violence, or simple exposure to entities beyond human comprehension. Most ended up lost or destroyed. Systematic collection and trade could generate substantial revenue.

"Who would we sell to?"

"Both sides. Hunters need tools. Collectors want trophies. Museums seek curiosities they can't explain." Margaret glanced at Edgar, who nodded permission for her to continue. "The ghoul community has maintained awareness of certain dealers. Humans who operate at the boundary between supernatural and mundane."

"Anyone specific?"

"Catherine would know more. Her network extends into that world."

Another task for the growing list. Contact Catherine. Identify artifact trade opportunities. Solve the revenue problem before it strangled expansion efforts.

The meeting concluded with assigned responsibilities and scheduled follow-ups. Professional process for supernatural governance. We'd come far from the desperate alliance I'd forged in a burning building four months ago.

Jenny lingered after the others departed.

"Artifact trade," she said. "You know anyone in that world?"

"Catherine might." I gathered the meeting materials—maps, notes, the remains of the donut box. "She has contacts everywhere that matters."

"And if she doesn't?"

"Then we find someone who does. The supernatural underworld has its merchants. We just need to make the right calls."
