In the real world, the effects of a pokémon's Ability and moves are not as immutable as they are in games; instead, they continuously improve as their development deepens.

But if it reaches the 'proficient' level, the rain will become a moderate downpour, potentially increasing the power of Water-type moves by 30-40%.

The same goes for Abilities!
