With the channels of a higher level civilization, lower level civilization could develop much faster, while the higher level civilization would also benefit in return.
Through cooperation, both side could gradually deepen their understanding of one another. When the time was right, it would become natural for the lower level civilization to be incorporated as a subordinate civilization. Of course, if the lower level civilization displayed astonishing potential, becoming an allied civilization was also entirely possible.
