He could use them, but she could not.

Tsunade could not use any of the Kidō he replicated.
Not just Tsunade.
Most likely, no one else could use them either.

Seiryū took a step back, his face dark. "If you keep joking like that, I will fight you to the death."
"Alright, I will not scare you anymore."
Tsunade laughed. She was only teasing him.
She beckoned to him. "Come with me. I have something for you."
Hearing this, Seiryū became curious. "What is it? The training method for the Yin Seal?"
"Stop asking and just follow me."
He followed her into the study.
Tsunade walked to a bookshelf, formed hand seals, and used a technique.
With a puff, a scroll appeared in her hand.
She handed it to Seiryū. "This is the training method for the Yin Seal."
"The Yin Seal is a sealing technique that stores unused chakra in normal times and releases it when needed."
"You can read it first, but do not start training too early."
"Once you begin using the Yin Seal, you cannot stop. It will automatically absorb your chakra for storage."
"You are still too young. Excessive chakra consumption could affect your development. You might not grow taller."
"If you want to stay this height forever, you can try practicing it now."
Since they had already agreed on the conditions, teaching him the Yin Seal in advance was not a problem.
Even if she had not learned Kaidō, she would still give him the Yin Seal.
She only reminded him of the precautions.
If he refused to listen, that was his problem.
If he ended up not growing taller, it would be his own fault.
Although, a smaller Seiryū was not bad either.
