Some people are even more extreme. For example, Rock Lee, who has already been born, possesses no innate chakra attribute at all. If he wants to train one, it might take decades—and even then, success is not guaranteed.
It is simply not cost-effective. Rather than doing that, it is much simpler to desperately train taijutsu to increase one's strength. Or for someone like him, taijutsu may be the only path available.
After completing his daily Fire Release training, Makoto's Shadow Clone sensed that there was still a considerable amount of chakra left in his body, so he continued with Lightning attribute training.
He was only just getting started, currently at the stage of using hand seals as assistance to convert chakra within his body into Lightning Release chakra.
As for whether he could cast Lightning Release ninjutsu?
