Starting with the first moemon arceus. Born outside the realm of reality she created the existence then she created her first creations.
Palkia she who governs space, dialga she who guides time, and giritina she who holds order. These three helped shape existence into a world. Though soon heart break would happen with giritina whose powers would destroy anything arceus created and giritina would be banished to a world created just for her powers to control.
With the world a barren rock arceus created the governs of the world. Kyogre she who cooled the world with her gentle rains, Groupon she who raised the lands from the primordial sea, and rayquaza she who created the skies. But kyogre and grounding would fight over the domains creating havoc once again until rayquaza beat them into submission.
Arceus seeing the fighting created a moemon to solve the issue of the giant land groundon created. Regigigas with her mighty strength would pull the lands apart to thier new homes before becoming tired and sleeping. Whilst she slept her power grew unstable and started destroying the lands so Arceus sealed her away.
Then while the lands were still coated in darkness were visited by an unruly adversary, one not of the world. Ultra Necrozma she who devours and spreads light. She sought to rule but arceus used her judgement to separate the moemon into three moemon. Solgaleo, she who runs across the sky with her fiery temper, lunala who cools the air with her soft glow, and necrozma she who governs the in-between. These three helped govern day and night.
With the land still barren arceus gathered land, storms, lightning, and wind. With these she created landorus the south wind she who marks the harvest, tornadus she whose mighty winds bring the cold winter winds, thundurus she who brings the summer storms, and enamorus she who marks spring.
With these changes arceus decide the world should be filled with all kinds of moemon, not just legendary, to enjoy it. So she created mew the genetic moemon, the mother of all pokemon. With her DNA she created the first moemons and soon they spread and evolved through the regions making thier homes. With these moemon coming into the world new legendary moemon were created.
Xerneus,yveltal, and zygarde came to be born as the cycle of life and death has begun. Xerneus with her everlasting life brought the miracle of life to the world, yveltal and her shroud of death brought the end of life and zygarde with her boundaries kept the in balance and with them understanding came about.

About two hundred and fifty years or so ago the moemon league was officially established, with it the population was able to rebuild to a stable degree.
Instead of five hundred a generation with the average of fifty to seventy-five being fertile enough to reproduce. The league with the collective sciences, treatments, procedures and laws the odds are now a one hundred and fifty to two hundred and fifty being fertile with a thousand males being born via ivf and gene coding.
With low population and fertility the league issued the moemon cards, each card is given to new male trainers and the color of said card depends on the benefits one can receive as it marks the fertility rate.
White = infertility
Blue = below average fertility
Red = average fertility
Green = above average fertility
Gold = super fertility
