But that belief was wrong: bosses could mutate too, it was just far rarer.

A mutated boss gained a massive boost, and its combat power didn't rise gradually or linearly. It exploded upward, completely breaking the balance expected for its level.
The [Dark Moon Knight] was the perfect example.
At level 20, it possessed over 30,000 combat power.
That alone proved how abnormal it was. No normal monster could ever reach such numbers at that level.
Only players from high-level worlds, equipped with powerful bloodlines and talents, could hope to approach that threshold.
And even then, only at far higher levels.
Which was why the reaction around Leon was immediate.
