Chapter 172 - Planning

"Lord Kazekage, the Cloud has launched a full-scale war against the Leaf."

The embers of the Third Shinobi World War had not yet cooled. Less than a few hours after Shiraishi officially took office as the Fifth Kazekage, Arashi Arakawa delivered the latest intelligence.

The Cloud shinobi of the Land of Lightning, situated in the north, had resolved their primary grievance with the Stone Village.

After forcing Ohnoki into a peace treaty, the Cloud mobilized over 10,000 shinobi to march south, initiating a comprehensive invasion of the Land of Fire.

Currently, the wars involving the other three major villages have largely concluded.

The Hidden Mist fared the worst; having lost on all fronts, as well as losing their Jinchuriki and Tailed Beast, they had made a dismal exit from the continental power struggle.

The Mist's failure was largely due to their chaotic internal management. Following them was the Hidden Stone. After fighting to a stalemate with the Sand at the Revelation Mountains, the Stone suffered heavy losses at Kannabi Bridge and against the Cloud.

Their only notable achievement in this war was the successful (though costly) assassination of the Third Raikage via a massive group encirclement.

Though the Cloud lost a Raikage, their overwhelming victory against the Stone left them emboldened. They immediately turned their sights toward the Leaf to seize further territory and resources.

Konoha, despite successfully repelling the Mist and Stone, had planned to contract its defensive lines following its failure to invade the Land of Wind.

Now, they found themselves forced into a bloody struggle with the aggressive Cloud.

However, the recent defeat did not break the Leafs' spirit. Instead, it sharpened their resolve.

To repel the Cloud, the Third Hokage Hiruzen Sarutobi and Jiraiya took to the front lines personally. With the high mobility of Minato Namikaze, they were engaging the Cloud in a desperate struggle in the north.

The Leaf's Resilience

Over the following days, Shiraishi continued to receive feedback from the battlefield.

Currently, the Cloud was suffering. Having underestimated the Leaf, they found their combat battalions dismantled across multiple fronts.

Even the newly appointed Fourth Raikage was reportedly heavily wounded by Minato Namikaze.

Shikaku Nara once again displayed his brilliant tactical mind, deploying troops with surgical precision to set the stage for Minato to use the Flying Thunder God Technique to decapitate the Cloud's command structure.

Minato's mastery of space-time ninjutsu struck terror into the hearts of the Cloud shinobi. Even the Raikage's powerful Lightning Release Chakra Mode proved meaningless against the instantaneous speed of the Yellow Flash.

Beyond Minato, several Uchiha prodigies were showing incredible talent. Shisui Uchiha, the nephew of Uchiha Zhan, was utilizing Body Flicker techniques that surpassed the veterans of the previous generation.

Looking at the reports, Shiraishi couldn't help but marvel. Even after such a devastating blow at his own hands, Konoha—as the village with the deepest foundation—could still muster a force powerful enough to pin the robust Cloud army to the ground.

The Rain and the Sea

"What about the Land of Rain?" Shiraishi asked. He remained deeply concerned about the situation in the Ota District.

"Hanzo seems to have developed a wariness toward the Akatsuki organization. Both sides are currently in a standoff within the Land of Rain."

With the Sand having stabilized its external threats, Hanzo's paranoia toward Yahiko and his followers had resurfaced. Shiraishi pondered the situation before turning to Arashi: "Between the Akatsuki and Hanzo, who do you think is better to bet on for a partnership?"

"Bet on both," Arashi answered instinctively. "Maintain a state of chaotic internal conflict."

This was the standard view of most intelligence heads—much like the Stone and Leaf, who supported different sides to keep the Rain weak.

But Shiraishi shook his head. "The strength of those three (Yahiko, Nagato, Konan) is growing at a rapid pace. How can an old man like Hanzo compete? I will have my puppet clone contact the Akatsuki."

Shiraishi preferred his puppet clones for dangerous negotiations; they represented his will perfectly while carrying zero physical risk.

But the Land of Rain was just one piece of his puzzle. Shiraishi's true gaze was fixed on the Eastern Coastline.

With the ports of the Land of Rivers now under Sand control, Shiraishi planned a new era of maritime trade.

The Mist was retreating, and the Water Daimyo was traditionally indifferent to trade. Shiraishi intended to fill that vacuum with "Iron and Fire."

He had already established a branch of his Ninja School in the Land of Valleys (Nagi/Nan) to recruit local children.

These children, naturally gifted with Water-natured chakra, would be the foundation for his future naval fleet. Over the next decade, Shiraishi planned for the Sand's primary expansion to be toward the sea.

The "Black Tech" of the Aoki Era

"It is time to push the Sea Train project..."

Within the archives of his system, Shiraishi found a specialized "Black Technology" blueprint left by a previous owner: the design for a Sea Train.

In addition to the Sea Train, Shiraishi designed a special class of Battleship outfitted with massive puppet mechanisms.

These ships, equipped with the high-pressure water cutters and flame bombardment tech created by Sasori, could easily annihilate pirate fleets.

The most critical component, the Sea Rails, was made from a combination of deep-sea mithril and his own Silver Sand, creating a specialized alloy.

However, the cost was astronomical. The first track was currently being laid on a very narrow route: from the southern port of the Land of Rivers to the eastern coast of the Land of Wind.
