With that question in mind, China Unicom President Fang Zhengde suddenly spoke up and said to Mavi, "Mr. Mavi, if, uh... you're willing to invest these 50 billion yuan... with our Unicom company's efficiency, we could cover most of the country with 2G signals in about 2 years at the earliest, and 3 years at the latest."
Even though China Mobile and China Unicom were partners this time around, at such a crucial moment, China Unicom President Fang Zhengde still had to fight for his company's interests.

Plus, it would prevent unnecessary competition between the two companies due to overlapping territories. After all, the main priority right now is getting 2G covered so everyone nationwide has a usable signal. As for competing for customers, they could do that later once both companies have fully rolled out their networks.
Since Mavi was investing in both companies anyway, whether one made more or less, it was like having flesh on both the back and palm of your hand – you wouldn't want to cut either off.
Wang Liang'an and Fang Zhengde both wore serious, pensive expressions. There was no way either company could back out of this partnership. If one withdrew, Mavi's 50 billion yuan would go entirely to the other side. That would really open up a huge gap, perhaps even to the point of being unable to ever catch up...

Thinking strategically for the long term, it's absolutely fine for the two companies to stick to their own lanes for now. But when it comes to dividing up the territories, both sides will definitely compete for the potentially lucrative areas with more resources and strong buying power. Mavi listened and nodded, agreeing that the two bosses had a point.
