The atmosphere in the conference room had shifted. Tsunade's proposal hung in the air like a stone suspended over still water—not yet dropped, but already disturbing the surface. The Hokage, of course, would not pass the proposal outright. That was not how politics worked. He needed to gauge the will of the council. How many supported the measure? How many opposed it? The decision would be made from the "overall situation"—that nebulous, all-purpose justification that always seemed to align with whoever held the most power.
Danzō's face was a thundercloud. The shinobi who had spoken against Tsunade's proposal was one of his own—a member of the hawk faction that clustered around Root like moths around a flame. The words had been Danzō's. The sentiment had been Danzō's. Medical ninjas were a waste. A frivolous indulgence. Their combat strength was negligible. "The medical corps is weak," Danzō said, his voice cold and deliberate. "Their combat capability is insufficient. Their self-defense skills are negligible. Even if we train more of them, deploying them to the battlefield would be reckless. The enemy will target them. They will be slaughtered. Tsunade, not every medical ninja is like you. Most of them are only fit for logistics. For support roles behind the lines."
It was a reasonable argument. That was what made it dangerous. Tsunade's jaw tightened. Danzō was not wrong about the facts—medical ninjas were, by and large, weaker than their combat-focused counterparts. The chakra required for medical techniques was unique. It did not belong to the five elemental natures—fire, wind, lightning, earth, water. It was closer to the Yin-Yang attributes. A diluted version. Specialized. Powerful in its own way, but limited.
Tsunade was the exception. She was a direct descendant of the Senju bloodline, the granddaughter of Hashirama himself. "What do you all think?" Hiruzen asked, turning to the council. He did not offer his own opinion. He simply opened the floor.
Hatake Sakumo rose to speak. "I believe Tsunade's proposal has merit. Training medical ninjas on a larger scale would significantly reduce our casualty rates. Everyone here understands the value of a medic in wartime. I've seen it with my own eyes—shinobi who would have died on the field, saved because a medic reached them in time. We should not underestimate this."
Murmurs of agreement rippled through the room. Sakumo's words carried weight. He was the commander of the Rain Country campaign. He had seen the worst of the war. If he supported the proposal, it deserved serious consideration.
Danzō's expression darkened further.
"I agree as well," Jiraiya said, raising his hand with characteristic informality.
"The development of medical ninjutsu is essential for the future of the shinobi village system," Orochimaru added smoothly. "Neglecting it would be shortsighted."
Then another voice spoke. Calm. Measured. Barely above a murmur, yet somehow cutting through the chamber's noise like a blade through silk.
"I also think this proposal is sound. I'm surprised there isn't more support for it."
Ragnar.
The room went still.
This was the first time he had spoken since accepting his promotion. The first time he had voluntarily injected himself into the council's deliberations. And he had spoken in support of Tsunade.
Faces around the table shifted. Ninjas who had been neutral suddenly looked uncomfortable. Ninjas who had been leaning against the proposal reconsidered their positions. The weight of Ragnar's words was different from anyone else's. He was not merely a Jōnin. He was the Demon of the Battlefield. The man who had crushed two Kage. Even Hiruzen's carefully composed expression flickered.

She looked back at Hiruzen. Her expression said everything: He's spoken. What are you waiting for, old man?
Hiruzen cleared his throat. "Ye Chen. You have an interest in this matter?"
"I have no interest in meetings. I simply think this proposal would benefit the village. And the shinobi who serve it." Ragnar's voice was even. Unhurried. "So I'm curious why so many here seem to oppose it. Unless..." He paused. Let the silence stretch. "Unless there are those who would prefer Konoha not to grow stronger. Or those who view the lives of our shinobi as disposable tools—easily replaced, not worth the effort to save."
The words fell like stones into a pond. The ripples spread outward.
Damn it. Danzō's single eye blazed. He's mocking me. Openly. In front of the entire council.
Hiruzen's expression tightened. The words were blunt. Undiplomatic. They stripped away the layers of careful language and exposed the ugly truth beneath.
Orochimaru's lips curved into a private smile. As expected of Ye-kun. The legend of the Rain Country battlefield indeed.
Ragnar let his gaze travel across the table. He did not glare. He did not threaten. He simply looked. And one by one, the assembled Jōnin and clan heads found themselves unable to hold his gaze.
These were not weak people. They were Elite Jōnin. Clan leaders. Shinobi who had served Konoha for decades. But Ragnar was different. Ragnar had walked through seas of blood. He had crushed a Tailed Beast with his bare hands. He had defeated two Kage in single combat. The weight of that violence clung to him like an invisible shroud. When he looked at you, you felt it.
This is what true power looks like, one of the neutral clan heads thought. This is what it means to stand at the pinnacle.
"Lady Tsunade's proposal is sound," a voice spoke up. The speaker was from the Moonlight clan—the family that possessed the Transparent Escape bloodline limit. "I support it."
Someone had broken the dam. Others followed.
"I support it as well."
"The proposal has merit."
"Medical ninjas are a necessary investment."
One by one, the neutral factions swung toward approval. They had not opposed the idea on principle. They had simply been cautious. Waiting to see which way the wind blew. Now the wind was blowing, and it carried the unmistakable scent of Rakshasa's favor. No one wanted to be on the wrong side of that.
Sarutobi Hiruzen watched the tide turn with an expression that was difficult to read. Finally, he raised a hand for silence.
"This matter is of great importance. However, since there is clear consensus among the council, we will proceed with a trial program. The medical corps will be expanded on an experimental basis. We will evaluate the results and make a permanent decision once we have sufficient data."
It was not a full victory. The language was hedged. Contingent. Trial. Experimental. Evaluate. But it was a victory nonetheless.
Tsunade exhaled. The tension that had knotted her shoulders began to loosen. She had been fighting for this for years. She had been ignored. Dismissed. Patronized. And now, finally, the door had opened—just a crack, but open nonetheless.
She glanced at Ragnar. He was looking at the table, his expression as unreadable as ever. But she knew. He had spoken because of her. He had thrown his weight behind her proposal when it would have been easier to remain silent.
Thank you, she thought. She did not say it aloud. She did not need to.
Danzō sat rigid in his chair. His face was a mask of stone, but beneath the surface, fury churned like magma. The council had overruled him. The boy had humiliated him. The Hokage had allowed it. And now Tsunade—the Senju brat—had won.
This two-hour meeting had been an exercise in humiliation. His faction had been outmaneuvered. His authority had been undermined. And every time he thought the indignity was complete, another blow had landed.
This is not over, he promised himself. This is not over by a very long measure.
The council moved on to other business. But the undercurrent of the meeting had changed. A new force had made itself felt. A new power had flexed its muscles. And everyone in that room understood, with varying degrees of clarity, that the balance of Konoha's politics had shifted.
Rakshasa was not merely a weapon to be aimed at foreign enemies. He was a player in his own right. And he had chosen his side.
