One thing about César was that he never understood just how reckless he truly was. He never stopped to consider the danger of the situations he threw himself into, and yet, time and again, he repeated the same mistakes. Walking straight into the police station was already a terrible decision, but he did it without hesitation, unaware that the System would demand he kill Hoffa, and unaware that Sirina herself would be there at that exact moment.
On top of that, he couldn't know that she had never truly left… she had stayed close enough to witness César jumping over the fence and sprinting somewhere stained in blood.
Yeah Sirina saw all of it, not just her, but her chauffeur as well, and the other agents who were in the car. Every one of them witnessed it.
