Almara rose out of the river as a mermaid, swam out of the waters, and didn't bother turning into a human.
Shapeshifting into a human had certain disadvantages. It came hand-to-hand with anxiety, somehow, and the said anxiety mostly circled around the issue of walking around naked. She'd get this immense urge to cover her privates, even if other humans weren't there to watch her. It was odd, but it was how it worked.
Almara didn't suffer such issues when she was a mermaid, because even though she was technically naked in that form as well, she'd grow an extra thick layer of scales which cover her privates perfectly.
In this particular case, there was no benefit in shifting into a human, because she wanted to chase after the dinosaur tamer, who was already several miles ahead of her now. She couldn't ever catch up to the tamer on foot, so after she dragged her body out of the water, she shifted into something more practical, and useful, like a flying reptile.
