Even though he can't go down the peak, moving around on the peak is something that he can do.
So visiting Fang Yue is not a problem at all.

When he comes out and see the two, he ask them if they are ready.
After their answers, Cloud ask again, "This trip will be dangerous and we might not get anything from it. Are you guys sure you would go?"
"I know." Xiao Fan said with a nod.
"I'm sure." Fang Yue said at the same time.
Cloud look at the two and after seeing their determined faces he nod then said, "If it gets too dangerous, we should prioritize our safety and retreat. There is no need to put ourselves in unnecessary danger for a reward that might not exists."
The two agrees and nod to that.
The three then depart on their journey to the cave.
