"After long and serious discussions with Homelander," he announced,

He paused.

"Endless arguments will never lead us to truth."

"Only practice reveals reality."

"So we have reached a decision."

"We will establish a Superhero Council."

The words landed like thunder.

"This council will consist of sixteen seats," Sebastian continued.

"Seven will be held by superheroes."

"Seven by ordinary citizens."

"And two by executive chairs—a Speaker and a Deputy Speaker."

"These representatives will serve as a permanent bridge between superheroes and civilians."

"They will accept proposals from anyone—hero or ordinary person alike."

"Through debate, deliberation, and verification, they will determine which principles of justice should be enacted."

"All superhero affairs," Sebastian declared,

"will fall under the authority of this council."

Homelander stepped forward, his voice cold and absolute.

"Once a resolution is passed," he said,

"every superhero will obey it—without exception."

"Anyone who defies the council—"

"Will answer to me."

"And to the Captain."

The threat was unmistakable.

Sebastian raised his hand slightly.

"Of course," he added,

"no law is eternal."

"If a resolution proves flawed, it can be challenged, revised, or overturned."

"Practice is the greatest teacher."

"The times change."

"And justice must evolve with them."

"We will not bind the world forever to my ideas—or Homelander's."

"We will choose the justice that best fits the era."
